- The Uniformed Services University of the Health Sciences (USUHS) located on the Walter Reed National Military Medical Center in Bethesda, MD intends to negotiate on a sole source basis with the Kuali Foundation, Inc. in Bloomington, Indiana for an institutional membership to the Kuali Coeus Community for a base period of twelve (12) months with two (2) options of twelve (12) months each. This service requirement will be procured in accordance with the procedures of FAR Part 12 - Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Membership to the Kuali Coeus Community will enable access to Coeus, the Office of the Vice President for Research's grants database. This agreement applies to Coeus 4.0, or any later version made available for download with the agreement, a software program developed at the Massachusetts Institute of Technology (MIT), often used to manage sponsored programs databases and to transfer and manage the exchange of money related to research grants. The Coeus Consortium was formed for the development of all future versions of Coeus. The Consortium consists of companies, colleges, and universities that work together to support the development of future versions of Coeus. Members of the Consortium receive versions of Coeus released while they remain members, with their membership fees covering the cost of any such version. Members also receive limited support related to the software from MIT during the time of their membership. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can meet the above-mentioned requirement as specified. A determination by the Government not to compete this proposed action based upon responses received is solely within the discretion of the Government. Responses must be received via email at melissa.marcellus@usuhs.edu by no later than 3:30pm EST on 18 February 2012.
