- Description
- LSJ 020-12 The Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), proposes to extend task order GS-23F-9755H/ HSHQDC-09-F-00004 for 3 months on a basis of other than full and open competition for Business Operations Support, Facilities Management Support, and NPPD Training Support Services. Task order GS-23F-9755H/HSHQDC-09-F-00004 was awarded to Booz Allen Hamilton (BAH) on January 30, 2009 with a 4 month base period and 3 option periods of 1 year each. The total award amount including options is $20,010,145.35. DHS has a requirement on a limited source basis to provide continued services while in the process of hiring federal employees at an estimated cost of $726,290.40. The 3 month extension is through May 7, 2012. This acquisition is being conducted under the authority of the Multiple Award Schedule Program in accordance with FAR 8.405-6, "Limiting sources." In accordance with FAR 8.405-6(a)(1)(i)(B), the circumstance restricting competition for this acquisition is that only one source is capable of providing the services required at the level of quality required because the services are unique or highly specialized. The current task order was competitively solicited and awarded and the modification to extend services is necessary to prevent a gap in services while the positions are being converted to Federal positions. Additionally, the Government needs BAH to transition out as federal employees transition in over the 3 month period. Transition to a new contractor for this short duration would involve disruptive transition efforts, personnel security clearance processing, and a need to brief and indoctrinate new contractor personnel. The time and expense associated with a new contractor would be cost prohibitive. No other company except BAH can provide transition services except BAH as the services provided are unique to BAH.
