Description
This Sources Sought is being issued for planning purposes only and it is not a solicitation or presolicitation notice. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. THE AIR FORCE WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES IN RESPONSDING TO THIS SOURCES SOUGHT. The 628th Contracting Squadron at Joint Base Charleston, SC is seeking information from contractors who are capable of providing utility marking services including: All labor, material, and equipment necessary to perform routine and emergency services. The contract is projected to be a 12 month base year + 4 one-year options beginning on 1 Oct 2012. A firm fixed price contract is contemplated. Small and large businesses are sought. AT A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: (a) A positive statement of your intention to bid on this contract. (b) Business Size, Duns, Cage Code, Tax ID, and Point of Contact (c) Answers to the following questions to provide the Government information on industry standards and commercial practices for this type of service: 1. What type of contracts do you typically have (i.e. Firm Fixed-Price, BPAs, etc.)? _____________________________________________________________ 2. How long are your contracts (i.e. 1 yr, 2 yrs, etc.)? ____________________ 3. What are proposed prices based upon? (area size, labors hours, etc.)? ______________________________________________________________ 4. How do you structure your payment terms (i.e. monthly, lump sum, each etc.)? ______________________________________________________________ 5. Current company size standard (NAICS-541370/$4.5M) (8(a), service disabled veteran owned, small business, large business, etc)? ______________________________________________________________ 6. Do your contracts include (For contractors, ask if they have the capability): Water Lines _______ Waste Water Lines _______ Telecommunications _______ Electric _______ Natural Gas _______ Geothermal lines and well fields _______ Utility Valves _______ Fuel Lines _______ Airfield lighting lines _______ 7. How many contracts do you have to provide the services required above? ______________________________________________________________ 8. To what level is the contractor held liable for unidentified or misidentified markings? ______________________________________________________________ 9. What is your standard margin of error vertical/horizontal (2 ft, 3ft, 30 in etc...)? ______________________________________________________________ 10. What is your standard submissions in terms of drawings (i.e. Cad drawings, hand drawings, none, etc)? ______________________________________________________________ 11. What are some examples of your performance objectives used to set the standard of service? (i.e. lines not hit, accurate w/I margin of error, timeliness of service, etc) _______________________________________________________________ 12. What are some of the examples of methods of surveillance used on your contracts ? (i.e. 100% inspection, random sampling, customer comment/complaint) _________________________________________________________________ All of the above information must be submitted in sufficient detail for a decision to be made on availability of interested businesses. Failure to submit all information requested may result in a contractor not being considered as an interested vendor. If adequate interest is not received from vendors, then a sole source notification will be posted on Federal Business Opportunities without further notice. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541370 with applicable small business size standards. It is anticipated the solicitation will be issued electronically on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award.
