- FedBizOpps PRE-SOLICITATION NOTICE: The Central Texas Veterans Health Care Systems (CTVHCS) Contracting Office (90C) at Temple, Texas; Veterans Administration Medical Center (VAMC) anticipates awarding a Firm-Fixed- Price (FFP) Construction Contract. Project 6771-A4-12-802 KD, at the Kerrville Department of Veterans Affairs, 3600 Memorial Drive, Kerrville, Texas, 78028. Remove existing water softener system and install a new water softener system capable of back-up operation (redundant). The Contractor will provide and install the new system, which shall be capable of providing 200,000 gallons of softened water per day. The Contractor will provide and install all new associated piping in order to reroute the flow path of influent and effluent plumbing to softeners to assure full flow thru the softeners. Currently, the pumps/motors are on the outlet side, drawing the water thru the softener. The new installation will require utilization of the existing pump/motor assemblies and may require changing the location of the pump/motor and pad location to facilitate placing them on the inlet side of the softener system. This assures we are pushing the water thru the softeners as opposed to pulling and prevent tunneling thru the resin bed. The existing pump/motor electrical wiring and conduit shall be demoed and sealed at the floor. Contractor shall provide and install all new overhead conduit, supports, and wiring for each pump/motor location. The current pumps are Weinman centrifugal with a capacity of 300 GPM and 175psi but are operating at 170 GPM and 80psi. The motors are Baldor 3-phase, 7.5 horse power, 208-230/460 volt, 22.2-21.6/10.8amps, 17.6 rpm, and power supply is 480 volts. If Contractor moves the location of pump/motor, Contractor will provide new mounting pad and all other materials to facilitate new location. If Contractor moves the location of pump/motor, Contractor will demo and refinish flooring surface to match existing level, texture, and paint Installation shall include a flow meter compatible with the metering controls. The Contractor shall provide and install all electrical requirements. The Contractor shall meet or exceed the water softener specifications attached. The method of procurement shall be a Invitation for Bid (IFB) in accordance with Parts 14 and 36 of the FAR, with an estimated solicitation release date of on or after February 6, 2012 and a proposal due date on or before March 15, 2012. The VA reserves the right to use only Federal Business Opportunities/FedBizOpps (FBO) website - www.fbo.gov via the internet, to provide notification of any amendments to this requirement and to post the subsequent RFP solicitation. It is the contractor's responsibility to view the FBO website daily for any amendments to this requirement and to obtain the IFB. This procurement is a competitive offer and the solicitation will be advertised as a 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB), under Public Law 109-461 (38 USC 8127), offers received from other than SDVOSB concerns will not be considered. The applicable NACIS Codes for this requirement are 238220, and 236220, with a size standard of $33.5 Million. Probable COST RANGE MAGNITUDE: More than $100,000.00 but less than $250,000.00.
