- This synopsis is to announce that the Warner Robins Air Logistics Center C-17 Globemaster III Program Office (WR-ALC/GRG), Robins AFB, GA, intends to procure Advisory and Assistance Services (A&AS) to assist in achieving maximum effectiveness for the operations required to manage the C-17 weapon systems' and sub-systems' diverse requirements. The services required include a wide range of sustainment and management activities in the areas of Logistics Support, Knowledge Management Support, Interactive Electronics Technical Manual (IETM) Support, Depot Activation Support, Lean Support, Cost Model Support and Transition Support. Support services will be accomplished at Robins AFB, GA. The Government will provide on-site administrative office space for up to 15 contractor personnel. The instant procurement will include a firm-fixed-price (FFP) pricing arrangement for the labor required for performance of Logistics Support, Knowledge Management Support, IETM Support, Depot Activation Support, Lean Support and Transition Support, a Time and Materials (T&M) pricing arrangement for labor required for performance of Cost Model Support, and a Cost Reimbursement (CR), no fee, pricing arrangement for any travel required in support of performance of all requirements. The FFP unit of issue is anticipated to be monthly. The period of performance for the proposed contract action is for a basic 12-month period with two, 12-month option periods. The instant procurement will be conducted utilizing competitive tradeoff procedures in accordance with FAR part 15.1. Tradeoffs will be made between past performance and price. This procurement will be set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs) in accordance with FAR part 19.1405; accordingly, foreign firms are advised that they are excluded from participated in this acquisition. The approximate award date is 01 June 2012. It is anticipated that the Request for Proposal will be released on or around 24 February 2012. The Request for Proposal and all applicable attachments will be posted to the Federal Business Opportunities webpage (http://www.fbo.gov).
