Description
The US Army Corps of Engineers, Walla Walla District is seeking small business sources to supply new stop logs, lifting beam and storage rack to be used at McNary Lock and Dam. This will be a firm-fixed-price non-commercial supply contract. The North American Industry Classification System (NAICS) code for this project will be 332312 and the associated small business size standard is 500 employees or less. This sources-sought announcement is a tool to identify concerns with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. 1) Provide a Capability Statement expressing interest in this requirement, capability of performing a contract of this magnitude and complexity, list any special qualifications and certifications held by the company, as well as any in-house personnel capabilities related to accomplishing the summary scope of work for this requirement. 2) Provide a list of your firm's technical experience similar to or the same as the summary scope of work for this requirement. Include a brief description of the project scope, schedule, dollar value and the firm's role in the project. 3) Provide a list of references for projects listed in #2 above. Include the customer's point of contact name, phone number and email address. 4) Provide a statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), woman-owned). Submit this information to Elaine Vandiver, Contract Specialist, via email to Elaine.M.Vandiver@usace.army.mil. Your response to this notice must be received on or before 12:00PM on February 17, 2012. Summary Scope of Work- This project requires the fabrication of steel stoplogs, stoplog lifting beam, and stoplog storage rack. 1) Stoplogs-USACE will provide the steel stoplog plans and specifications. The Contractor will fabricate the stoplogs, apply protective coating and deliver the stoplogs to McNary Lock and Dam. Each stoplog will be approximately 16 feet wide, 5.57 feet tall, 10.5 inches depth and weigh approximately 5,000 pounds. The total number of stoplogs to be fabricated is estimated to be 15. The stoplogs may contain fracture critical members. The stoplog fabrication contractor shall have the American Institute of Steel Construction (AISC) Fracture Critical Endorsement. The contractor preparing the stoplog surfaces and applying the protective coating shall be a certified Society for Protective Coatings (SSPC) QP3 enclosed shop facility. 2) Stoplog Lifting Beam-USACE will provide the steel stoplog lifting beam plans and specifications. The Contractor will fabricate 1 stoplog lifting beam, apply protective coating and deliver the stoplog lifting beam to McNary Lock and Dam. The stoplog lifting beam is used to place and remove the fabricated stoplogs also included in this project. The stoplog lifting beam fabrication contractor shall have the American Institute of Steel Construction (AISC) Fracture Critical Endorsement. The contractor preparing the stoplog lifting beam surfaces and applying the protective coating shall be a certified Society for Protective Coatings (SSPC) QP3 enclosed shop facility. 3) Stoplog Storage Rack-USACE will provide the steel stoplog storage rack plans and specifications. The Contractor will fabricate the stoplog storage rack, apply protective coating and deliver the stoplog storage rack to McNary Lock and Dam. The stoplog storage rack will be constructed of HSS, channel and angle sections and will weigh approximately 4,500 pounds. The stoplog storage rack fabrication contractor shall have the American Institute of Steel Construction (AISC) Fracture Critical Endorsement. The contractor preparing the stoplog storage rack surfaces and applying the protective coating shall be a certified Society for Protective Coatings (SSPC) QP3 enclosed shop facility.
