- GSA Public Buildings Service U.S. GOVERNMENT Project #1LA2002 Modified Requirements Expressions of Interest Sought A. Statement of Requirements The Government is seeking to enter into a lease for space meeting the following requirements: City, State: 1. City of Kenner, LA; and 2. Metairie, LA Area; and 3. an Area within the New Orleans downtown area. Delineated Area: City of Kenner, Within the City Limits Metairie Suburban Area consists of the following (Note: both sides of the streets are within the delineated area): North Boundary- From the Intersection of Williams Blvd & West Esplanade Ave, Easterly on West Esplanade Ave to the Intersection of West Esplanade Ave & Lake Ave East Boundary- From the Intersection of West Esplanade Ave & Lake Ave, Southerly on Lake Ave to the Intersection of Lake & Metairie Road, South Boundary- From the Intersection of Lake Ave & Metairie Road, westerly on Metairie Road to the Intersection of Metairie Road & North Causeway Blvd then Northerly on North Causway Blvd to West Metairie Road. Then westerly on to the intersection of Williams Blvd and West Metairie Road. West Boundary- From the Intersection of West Metairie Road & Williams Blvd, Northerly to the Intersection of Williams Blvd and West Esplanade Ave. Downtown New Orleans Delineated Area consists of the following: North Boundary- From the Intersection of I-10 and Canal St, Easterly to the Intersection of Canal St and Convention Center Blvd East Boundary- From the Intersection of Canal St & Convention Center Blvd, Southerly to the Intersection of Convention Center Blvd and Highway 90. South Boundary-From the Intersection of Highway 90 and Convention Center Blvd, Westerly to the Intersection of Highway 90/I-10 and South Claiborne Blvd West Boundary- From the Intersection of Highway 90/I-10 & South Claiborne, Northerly to the Intersection of South Claiborne & Canal St. Minimum Sq. Ft. (ABOA): 23,269 ABOA SF Maximum Sq. Ft. (ABOA): 23,269 ABOA SF Space Type: OFFICE Parking Spaces (Total): 104 Parking Spaces (Surface or Structured): Kenner & Metairie Areas: Four (4) reserved surface or structured parking spaces for Government Owned Vehicles (GOV) located on the building site; Fifty Seven (57) surface or structured parking spaces for employees and forty three (43) commercially available parking spaces for visitors and others that are within ¼ walkable mile of the building entrance. New Orleans Central Business District: Four (4) Reserved surface or structured parking spaces for Government Owned Vehicles (GOV) located on the building site and One Hundred (100) Public/Employee commercially available surface or structured spaces within one quarter (1/4) walkable mile of building entrance. Parking Spaces (Other): 0 Parking Spaces (Reserved): 4 Full Term: 15 years, fully serviced Firm Term: 10 years Option Term: N/A Additional Requirements: Offered Space must allow for an effective layout on a maximum of two contiguous floors. Offered space may be located on two floors floor provided a minimum of 17,500 ABOA SF is located on one floor. At a minimum this project shall obtain LEED - Certification for Commercial Interiors, LEED-CI Silver, for existing buildings. The successful Lessor, at the Lessor's cost and expense, shall obtain certification from the U.S. Green Building Council (USGBC) within nine (9) months of project occupancy. Offered space must be in a building that has earned the Energy Star label in the most recent year or will have obtained it prior to lease award, unless the offered space meets a statutory exception. Offered space must be in close proximity to public transportation. A commuter rail, light rail, or bus stop shall be located within the immediate vicinity of the building, but generally not exceeding ½ walkable mile. A loading area with double doors or an overhead door must be available in the building in which the space is offered for the handling of pallet sized loads. The loading area is not required to be above-grade. The public entrance to the building must be located more than 300 walkable feet to schools (Kindergarten through 12th grade). The offered premises must be within the delineated area mentioned above and must meet Government requirements for fire safety, accessibility (ABAAS), seismic and sustainability standards per the terms of the Lease. The proposed leased space shall be fully serviced. Offered space shall not be in the 100 year flood plain and subleases will not be considered. B. Submission Requirements Expressions of interest must be submitted in writing and should include the following information at minimum (This is not an invitation for bids or a request for proposals): 1. Building name/address and the location of available space within the building; 2. Rentable square feet available and the expected rental rate per rentable square foot, fully serviced; 3. ANSI/BOMA office area (ABOA) square feet to be offered and the expected rental rate per ABOA square foot, fully services. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount (if any); 4. Date of space availability; 5. Building ownership information; 6. Amount of parking available onsite and its cost. Include whether expected rental rate includes the cost of the required Government parking, (if any); 7. Energy Efficiency and renewable energy features existing within the building; 8. List of building Services provided. 9. One-eighth inch scale drawing of space offered. 10. Name, address, telephone number, and email address of authorized contact. 11. In cases where an agent is representing multiple ownership entities, written acknowledgement. 12. Permission to represent multiple owners for the same submission. C.
