- THIS IS A MARKET SURVEY FOR PRELIMINARY PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The US Army Corps of Engineers, Alaska District is seeking sources for the construction of a standard design Modified Record Fire (MRF) range at Fort Wainwright, Alaska. Project will include range operations control area, operations/storage building, bleacher enclosure, covered mess, ammunition breakdown building, modernize range control tower, special foundations, fire alarm system, and building information systems. To be constructed as a FY13 project. CONSTRUCTION MANGITUDE: $5,000,000 - $10,000,000 for the project. The Government intends to use responses to this sources sought synopsis and other contracting and business processes to determine if this acquisition should be set-aside for one of the following small business types: Small Business, HUB Zone Small Business, Service Disabled Veteran Owned Small Business, or as a competitive solicitation under the 8(a) program. Interested sources must state whether they are capable of providing services required for the range construction. The Government must ensure there is adequate competition among the potential pool of available contractors. PROJECT DESCRIPTION: Construction of a standard design Modified Record Fire (MRF) range at Fort Wainwright, Alaska. Project will include range operations control area, operations/storage building, bleacher enclosure, covered mess, ammunition breakdown building, modernize range control tower, special foundations, fire alarm system, and building information systems. Supporting facilities include electric service, site improvements, and information systems. Sustainability and Energy measures will be provided. Facilities will be designed to a minimum life of 50 years and energy efficiencies meeting, on average, American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) 189.1 standards through improved building envelop and integrated building systems performance. Air Conditioning (Estimated 4 tons). Small Business Size Standard is $33.5 million. Interested firms shall register as an interested vendor and respond to this Sources Sought Synopsis with the following information: a. Offerors names, address, point of contact, phone number, and e-mail address; b. Capability to perform a contract of this magnitude and complexity (include offerors capability to execute the construction of comparable work performed within the past five (5) years and a brief description of the project, customer satisfaction, and dollar value of project) c. Type of business and business size (whether large business, Woman Owned, Small Business, Small Disadvantaged Business, HUB Zone Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, or 8(a) program participant) d. Joint Venture information (as applicable) existing and/or potential. e. Bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.)
