- Notice of Intent to Negotiate on a Sole Source Basis with Smiths Detection The Department of Health and Human Services, Assistant Secretary for Preparedness and Response (ASPR), Office of Acquisition Management Contracts and Grants (AMCG) intends to negotiate for a Firm Fixed Price contract on a sole source basis under the authority of FAR 13.106-1(b) for commercial Preventive Maintenance and repair for twenty-four (24) Smiths Detection Chemical Agent Monitor Detectors, model #APD 2000 for a period of three (3) years with the vendor listed below: Smiths Detection, 21 Commerce Drive Danbury, CT 06810 USA The sole source justification is based on market research supported by a Sources Sought notice posted on FedBizOps (RFI12-100-SOL-00008) on or around December 17, 2011. Based on the responses received from the FedBizOpps posting and historical data there are no available service providers other than the manufacturer. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Responsible interested parties may submit information if they believe that they can provide maintenance and repair support for the equipment specified above. Interested parties must provide convincing documentation that shows that they are authorized to provide maintenance and repair for Smith Detection. Government reserves the right to process the procurement on a sole source basis based upon the responses received.
