Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be accepted. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Ancare Corporation, 2647 Grand Avenue, P.O. Box 814, Bellmore, NY 11710 for a XigmaTrack vivarium management system. The NIMH Division of Intramural Research (DIR), Veterinary Medicine and Resources Branch (VMRB) is tasked with accurately tracking all animals housed in all animal facilities on the NIH Bethesda Campus as well as the NIH Animal Center in Poolesville, MD used in support of the NIMH IRP animal study proposals. The NIMH VMRB tracks approximately 7,000 rodent cages and 1,000 non-human primate cages on a daily basis. The program is designed to track the cage location, principal investigator responsible for the cage, nature of the research being conducted, as well as species, strain, and age of the animals being held. Although animals are held in support of the NIMH IRP at many sites on the NIH Bethesda and Poolesville campuses, the vast majority of the NIMH program is housed in the Building 49 Central Animal Facility. This facility is managed by the National Eye Institute (NEI), which also uses the Xigma Track Vivarium Management System. The NIMH IRP can share resources, equipment, and data by acquiring the same system that is already being used by the NEI to track NIMH animals within the Building 49 central animal facility. Insuring uniformity in the bar coding systems, software and equipment throughout the NIMH IRP program and within the Building 49 central animal facility will 1) prevent the duplication of labor, 2) reduce the yearly level of effort required to maintain the program, 3) lower total implementation costs, 4) lower yearly operation costs, 5) facilitate equipment sharing, and (6) limit the number of backup units required to maintain the program. The Xigma Track's VMS bar coding system and software is proprietary and cannot be read or manipulated by other brands of barcode readers and software without extensive rework and development. The Xigma Track system is the only system that is compatible with both a 13 KHz and 13 MHz radio frequency implanted identification chip (RFID) animal tagging system that allows the tracking of individual animals as they move from various animal holding facilities without the possible loss of critical identification data and can generate reports from the data gathered. The Classification Code is 66 - Analytical Laboratory Instrument Manufacturing and the North American Industry Classification Code is 334516 - Analytical Laboratory Instrument Manufacturing. The business size standard is 500 employees. The acquisition is being conducted under simplified acquisition procedures using FAR Part 12 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis by submitting a statement of capabilities on or before 10:00 AM E.T., February 10, 2012 to Korriise LaRoche, larochek@mail.nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NIMH to determine if it can meet the unique specifications described herein. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA, the vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, the vendor must be registered in the Central Contractor Registration (CCR) at ww.ccr.gov. Please reference announcement number NOI-2405822 on all correspondence.
