- Solicitation Form FAR Clause 52.212-2 Evaluation-Commercial Items This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ-2417104 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) has a requirement for an ultrafast Titanium:Sapphire Laser. The ultrafast Titanium:Sapphire laser will be integrated into a two-photon laser scanning microscope. NINDS will use the laser to record the position and changes in fluorescence from fluorophores in both living and fixed mouse and zebrafish brains. The laser must have the following specifications: (1) Tuning range of 690nm-1050nm with an output average power of >2.3 Watt at peak of the Ti:S curve, 360mW at 690nm, and 300mW at 1050nm; (2) Capability for rapid wavelength changes of >25nm/second; (3) Automatically varies the amount of dispersion compensation from 0-43,000 fs۸2; (4) Compact, closed-loop air filtration and recirculation unit; (5) Onboard spectrometer; (6) Solid-state design chiller; (7) User controllable via RS232 or the panel interface; (8) Not exceed 31" in length and 15" in width In addition, the ultrafast Titanium:Sapphire Laser must include a beam profiler and power sensors which are necessary to monitor the output power and beam quality of the laser during the experiments. Delivery is 12 weeks. Offerors will be evaluated on their ability to meet technical specifications. Offers will also be evaluated on best value in relation to price. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause 52.212-4, Contract Terms and Condition Commercial Items and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
