Description
Golf Cart Rental for JSOH 2012 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA2860-12-T-0067 is being issued as a Request for Quote (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13 guidelines. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-55. All responsible sources may submit an offer to be considered by the agency. 2. This requirement is a 100% small-business set-aside. The North American Industry Classification System (NAICS) code is The North American Industry Classification System (NAICS) code is 532292, Recreational Goods Rental, and the business size standard is $7 million. 3. The Government will award a firm fixed price contract for Golf Cart Rentals at Joint Base Andrews for Joint Service Open House (JSOH) 2012. The following items are being procured: STATEMENT OF WORK 3.1. SCOPE OF CONTRACT 3.1.1 This request is to establish support for the annual Department of Defense Joint Services Open House (JSOH) with a period of performance from 18 May through 20 May, 2012. The contractor will provide the government with the rental, delivery and pick-up of 181 golf carts for ramp transportation during the event. 3.2. VEHICLE REQUIREMENTS Contractor must be able to provide carts with windshield and top requested. 4-seat, 2-seat with long body, and 6-seat carts as outlined in paragraph 3.3. Contractor must provide on-base delivery and removal of golf carts. Contractor will ensure carts are clean and have full tanks of fuel. 3.3. DATE AND TIME SERVICE IS REQUIRED 3.3.1 Delivery: Contractor will coordinate delivery with 11th Logistics Readiness Squadron (LRS) representative, TSgt Dixon at 301-981-1872 or 301-981-5458. The first delivery of 104 carts will begin no earlier than 14 May 2012 at 7:00 am, EDT with all 104 delivered by no later than 8:00 am, EDT on 16 May 2012. ** Delivery times are from 7:00 am through 4:00 pm, EDT** The remaining 77 carts will be delivered no earlier than 15 May at 7:00 am, EDT with all 77 delivered by later than 8:00 am, EDT on 17 May 2010. **Delivery times are from 7:00 am through 4:00 pm, EDT ** 3.3.2 Pick-up: Contractor will coordinate pick-up with the 11 LRS representative beginning no earlier than 7:00 pm, EDT on 21 May 2012; all carts shall be picked up and off of the base by no later than 22 May 2012, 8:00 am, EDT. 3.3.3 Items are to be delivered to the Pearl Harbor Gate, Joint Base Andrews, MD and will be escorted by an 11 LRS representative to an unloading area on the flight line. SECURITY REQUIREMENTS 3.4.1 Contractor vehicles used to deliver golf carts to the base will be subject to inspection at the entry gate, including but not limited to, military working dog searches. All delivery vehicle drivers must possess a valid driver's license, current vehicle registration and insurance for base entry. 3.5. EMERGENCY PROCEDURES 3.5.1 In the event of an emergency on Joint Base Andrews AFB, contract vehicles will come under the authority of 11th Wing Commander or designated person to assist in an evacuation or response as needed for such an emergency. 3.6. MAINTENANCE AND FUEL REQUIREMENTS 3.6.1 The contractor will provide an on-site mechanic and operational support for golf cart management and maintenance (as required) throughout the event from 18 May through 20 May 2012 beginning at 7:00 am each day. The contractor will provide on-site personnel to refuel golf carts at the end of each event day from 18 May through 20 May 2012. End of day release times will be coordinated with the 11 LRS representative. 3.7. GOVERNMENT FURNISHED MATERIALS/TOOLS 3.7.1. The government will provide the contractor with a representative from 11 LRS and the 11th Security Forces Squadron (SFS) to coordinate all activities from 14 May through 21 May 2012. 4. Delivery instructions are in section 3.3. of this combined synopsis/solicitation. 5. Clauses & Provisions It is the vendor's responsibility to be familiar with all applicable clauses and provisions. The following provisions are applicable: 52.212-1 - Instructions to Offerors - Commercial; 52.212-2 - Evaluation -- Commercial Items. EVALUATION PROCEDURES: The government will award a contract resulting from this solicitation on the basis of a ‘Lowest Price Technically Acceptable' (LPTA) approach. An award will be made to the lowest evaluated offer that is technically acceptable. The government may communicate with an offeror in order to clarify or verify information submitted in their offer; 52.212-3 - Offerors Representations and Certifications - Commercial Items. All offerors must submit representations and certifications in accordance with this provision along with their offer.
