- Description
- The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, New Jersey 07724 intends to enter into a contract on a basis of other than full and open competition for the TAC Information Technology (IT) Department. The TAC intends to award an indefinite-delivery, indefinite-quantity (IDIQ), firm-fixed-price (FFP) contract to Tridec Technologies, LLC, 4674 Fishburg Road Suite C, Dayton, Ohio 45424, a Service-Disabled Veteran-Owned Small Business, for the development of the Acquisition Business System (ABS) Customer Acquisition Portal (CAP) which is comprised of updating Virtual Office of Acquisition (VOA) capabilities along with the design, development, integration, and testing of other enterprise systems. ABS will encompass re-engineering and integration of existing contracting systems (e.g. VOA, Electronic Contract Management System (eCMS), and other systems not yet identified) to streamline and offer visibility into the acquisition lifecycle across the VA Enterprise. ABS will become the enterprise acquisition system for VA that will allow VA to manage contract information, provide insight into the contracting lifecycle to VA's customers, and provide accessibility to contracting information and opportunities to the public and vendor communities. This system will provide enhanced capabilities beyond existing disparate systems as well as employing a flexible, scalable, modular framework that will allow for a secure, cost effective expansion of the system capacity and functionality. The anticipated ceiling of the proposed IDIQ, FFP acquisition is $4,800,000.00, with an ordering period of 24 months. Estimated date of award for this action is February 29, 2012. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1) or 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled, 'Authorized or required by statute,' pursuant to the authority of Public Law 109-461, codified at 38 U.S.C. 8127. The North American Industrial Classification (NAICS) for this effort is 541511. Custom application development and knowledge of Federal acquisition business processes are a requirement for successful performance of this contract. This notification shall close on February 13, 2012.
