Senior Advisor to the Palestine Authority Security Sector Reform Program (PSC), Washington, DC Issuance Date: 02/03/2012 Closing Date: 02/17/2012 SOLICITATION NUMBER: PSC-12-020-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. POSITION TITLE: Senior Advisor to the Palestine Authority Security Sector Reform Program 6. MARKET VALUE: $105,211 - $155,500 (GS-15 Equivalent) 7. PERIOD OF PERFORMANCE: May 2012 - May 2013, with four option year 7. PLACE OF PERFORMANCE: Washington, DC 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND INL is responsible for the development, supervision, coordination, and implementation of international narcotics control and international criminal justice assistance programs, activities, and issues for the DOS. Within INL, the Office of Africa and Middle East (INL/AME) provides policy guidance as well as develops, executes, and monitors programs to address the full range of criminal justice issues in partner countries. This Solicitation relates to an ongoing INL effort to build security sector capacity through the Palestinian Authority (PA) Security Sector Reform Program. B. STATEMENT OF WORK The PSC shall serve as an Advisor, responsible for implementation and oversight of the PA program including efforts related to security sector and rule of law reform. The Advisor shall support and perform the following responsibilities: • Inform and brief the INL/AME Middle East Team Leader and Office Director on all matters relating to the PA program • Review, recommend, and forward for decision by INL management, proposals; program plans and initiatives; budget requests; advisor deployments; and training curricula for approval • Attend all agency or contractor management meetings; report findings along with observations and recommendations for action • Coordinate with INL representatives located in Jerusalem and elsewhere, as appropriate, to ensure proper oversight and management of the PA program •Provide policy guidance to INL management and track the implementation of program/project objectives and progress • Track all projects to ensure deadlines are met in a timely manner and provide scheduled reports to INL management on the status • Track project funding and expenditures; report status to INL management regularly and when requested • Make program and policy recommendations on the management of the PA program and its funding • Conduct site visits to project locations • Provide policy analysis and program guidance on the PA program to INL/AME leadership, INL Management, and other DOS offices; guidance may include, but is not limited to; mission objectives, size/structure of the program, coordination with military mission elements, budgets, development of indigenous capacities and institutions, refurbishment and/or construction of facilities, and training plans • Prepare background materials and reports used by the Assistant Secretary, Deputy Assistant Secretaries, Office Director and/or Middle East Team Leader in preparing speeches, briefings, and testimony to articulate INL engagement on PA program issues • Brief officials in the White House, Congress and other stakeholder agencies/offices on PA security sector issues and programs. • Attend and participate in meetings regarding PA program issues C. MINIMUM QUALIFICATIONS • US Citizenship • Ability to obtain and maintain a Secret security clearance • Bachelor Degree from an accredited institution in a related field • A minimum of ten years direct relevant experience to include project management, personnel management, program development, evaluation, security, budgeting, and contracting • A minimum of three years in a related field in which decision-making participation was a requirement • A minimum of three years direct experience managing foreign assistance programs • Knowledge of law enforcement and rule of law development in an international environment • Demonstrated experience working or coordinating with other relevant US government agencies • Advanced degree in International Affairs • A minimum of ten years experience working on related issues in the Middle East • Excellent oral and written English communication skills to a variety of audiences • Demonstrated superior interpersonal skills. D. EVALUATION CRITERIA Factor 1 - Experience (35%) Demonstrated experience managing US programs in the Middle East, to include: experience working or coordinating with other relevant US government agencies Factor 2 - Leadership and Interpersonal Skills (35%) Demonstrated ability to liaise with members of relevant USG agencies, foreign representatives, and the international community in developing and coordinating rule of law programs Factor 3 - Knowledge (15%) Proven knowledge of the PA criminal justice system, as well as USG national security strategic priorities in the PA Factor 4 - Communication (15%) Ability to communicate effectively, both orally and in writing
