Description
This project replaces the previous project under solicitation GS-01P-11-BZ-C-0004 due to changes in scope. Please note that interested parties must reply to this notice. The General Services Administration (GSA) is seeking firms that qualify under the U.S. Small Business Programs cited in the Federal Acquisition Regulation (FAR) Part 19, including small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY to identify valid sources and to gauge the business interest of design-build firms for design-build work intended for design and construction of a new Land Port of Entry at the existing Milltown port site in Calais, ME. MARKET RESEARCH IS BEING CONDUCTED to determine if there are small businesses with the capabilities and experience to perform the required work. GSA will use information obtained through this synopsis to develop an acquisition strategy. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. THE GOVERNMENT IS NOT OBLIGATED TO AND WILL NOT PAY FOR INFORMATION RECEIVED AS A RESULT OF THIS ANNOUNCEMENT. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The estimated range for this project is between $1,000,000.00 and $5,000,000.00. GSA is seeking qualified design-build firms for the design and construction of a new Land Port of Entry at the existing Milltown port site in Calais, ME. The scope of work for this project includes: the demolition of the existing main building, canopy, and booth; design and construction of a new main building, canopy, and booth; and any ancillary site work required to construct the new facilities and integrate them into the existing site. The site area will not be expanded. The intent of this project is to replace in kind with a new main building, canopy, and booth, reusing the existing roadway configuration, including location of the radiation portal monitors (RPM’s), and site as is. The main building size will be in the 1,050-1,150 gross square feet range and should generally approximate the footprint of the existing facility. The booth and canopy size will be in the 450-550 gross square feet range. Demolition of the existing structures shall require abatement of all hazardous materials. It should be noted that the finished floor of the new main building shall be at least one foot above the 100-year flood level of 77 feet. The United States Port Facility at Milltown is located on North Street in the town of Calais at the International Border separating Maine and the Canadian Province of New Brunswick in a predominantly residential area of the city. The port is in proximity to Route 1 and currently serves as a crossing for non-commercial traffic serving nearby residential communities. The Port will be closed for the duration of the construction project and the contractor shall have full access to the existing site. The existing bridge and public roadway will remain open for emergency vehicle access. All work contemplated is Subject to the Availability of Funds and 100% performance and payment bonds shall be required for the project. The North American Industry System (NAICS) code for this effort is 236220 and the Small Business Administration (SBA) size standard is $33.5 million dollars in annual receipts averaged over a concern's latest three (3) completed fiscal years. Interested parties should furnish the following information (1) Company name, address, point of contact, telephone number and e-mail address. (2) Business type: Small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns or large businesses. (3) A capabilities statement regarding similar projects completed within the last five (5) years; minimum information must include the following: Final contract price, project location and a brief description of the project.
