This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Background: Naval Facilities Engineering Command Southeast will be executing a security enclave and vehicle barrier project that will include the installation of fourteen wedge type Active Vehicle Barriers (AVB). This project is a second phase of an enclave fencing system which will secure the Waterfront Restricted Area (WRA). The only access in and out of the WRA, following completion of this project, will be through the Entry Control Facilities (EFC s) which will include the AVB s. Naval Facilities Engineering Command Southeast (NAVFAC SE) is conducting a market survey to determine the availability of commercial of modified commercial Automatic Vehicle Barriers (more specifically wedge type) which meet or exceed the safety and security requirements of SSP Instruction 5100.1D and the Facility Design Criteria. These requirements and salient characteristics are listed below. The wedge type Active Vehicle Barrier must be certified by an independent third party to meet the following: The retractable barrier height shall be no less than 39 above the roadway surface while in the up position. The retractable barrier shall not extend more than above the roadway surface while in the down position. The retractable barrier in the lowered position shall have a bearing capacity that is capable of supporting a 51,000 pound axle load or a 135 pounds per square inch wheel load with a safety factor of 3 for yielding and 4 for ultimate failure. This load bearing capability shall be certified by an independent third party. The retractable barrier shall be capable of 200 complete up/down cycles per hour. The retractable barrier motion shall be instantly reversible and shall be capable of raising the lowered unit into the up position within 8 seconds during normal use and within 1.5 seconds during an emergency. The retractable barrier shall be capable of being lowered from the up position in no more than 3 seconds. The retractable barrier shall withstand a 15,000 pound vehicle at impact speed of 50 mph with the barrier reaming operational after impact. The retractable barrier shall have a probability of 10 E-6 or less for inadvertent operation to the up position. More specifically the Wedge Type AVB shall include an electrical inhibitor switch which shall remove power to the control panel and control circuit board and remover power form the back up batteries. The retractable barrier shall have a redundant hydraulic pumping unit system. The retractable barrier shall provide for a contingency plan to lower the unit if the primary pressure release valve false to operate. The retractable barrier shall provide for a contingency plan to lower the unit if the pump or motor fails. The retractable barrier shall provide for a contingency plan to lower the unit if an electrical component failure inhibits operation. The retractable barrier shall be certified by an independent third party to have a probability of less than 10 E-6 for inadvertent AVB lowering resulting in pinching, impact and/or crushing injuries to personnel. All electrical components of the AVB and HPU shall meet the requirements of the Nation Electric Code. The Hydraulic Pumping Unit shall provide pressure containment for the worst case hydraulic pressure with the probability of rupture or leakage resulting in damage to equipment or injury to personnel being less than 10 E-6. The Barrier shall utilize materials for operation and maintenance which are non hazardous. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references anticipated to be five to ten pages, following the set format: Respondents will not be notified of the results of the evaluation. However, NAVFACSE will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
