- DHS’s Biometric Support Center (BSC) provides expert identification services to various DHS components as well as federal, state, local, and international law enforcement agencies, intelligence agencies, and foreign governments. The BSC operates 24/7/365, providing expert fingerprint identification services to the immigration and border management enterprise, national security, intelligence and law enforcement communities. The primary mission of the BSC is to provide expert fingerprint identification services where the automated matching capabilities of IDENT are not able to determine if two sets of fingerprint match. In addition, the BSC provides latent print services (analysis and comparison) in support of federal, state, local and international law enforcement and national security efforts. Lastly, the BSC enrolls information captured in the field from law enforcement users into IDENT, to provide subsequent automated watch list services to end users of the system. In order to meet the demands of this large stakeholder base, US-VISIT uses contract services to provide this highly-specialized fingerprint expertise. The Department of Homeland Security United States Visitor and Immigrant Status Indicator Technology (DHS US-VISIT) Program Office is seeking information on services to support its Biometric Support Center (Sypnopsis of the Performance Work Statement is attached). The information received shall be reviewed to conduct objective and comparative assessment in validating the solicitation method, the content of the solicitation, and contract type. This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company Information, including name, address, URL, and DUNS. 2. A point of contact for follow-up information including a phone number and email address. 3. A brief description (75 words or less) of capabilities and existing or related services. 4. Any relevant existing federal contract vehicles including cost information such as purchase price and General Services Administration (GSA) schedule information. 5. Any additional information that the firm believes should be added to the PWS that will be beneficial in preparing a proposal. 6. Suggested Performance Standards (identify if they are commercial standards or developed for any unique procurement vehicle) 7. Please provide a sample pricing structure that includes firm fixed price and possibly fixed unit price CLINS that will inspire your company to compete for this contract action. When developing your sample, please note that with regard to the Latent Fingerprint processing, on average, the BSC is processing approximately 400,000 latent print comparisons per month but anticipated surges of unknown quantities can occur and increase this number without notice whereby also increasing the annual verifications processed.
