Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with PicoQuant Photonics North America of Westfield, MA for a quantity of four (4) Tau Photon Counting Detectors to be used by Quantum Measurement Division (QMD) of the Physical Measurement Laboratory (PML) at NIST, Gaithersburg, Maryland. The Quantum Measurement Division (QMD) provides measurement and data support for a broad range of national needs, conducts metrology research enabling more accurate determination of SI units and fundamental constants, performs basic electrical, mass, force and torque calibrations, distributes its findings widely and effectively, and maintains an active schedule of services, partnerships and collaborations with industry, academe and government. The strategy of the Quantum Measurement Division is to develop and apply quantum physics research methods, including the interaction between atoms and electromagnetic fields, to achieve fundamental advances in measurement science - some at the quantum limit - relevant to industry and the technical community, and to produce and critically compile physical reference data. The National Institute of Standards and Technology, Quantum Measurement Division, currently utilize a custom NIST built measurement apparatus, which consists of two (2) PicoQuant Tau Photon Counting Detectors. This apparatus is an experimental setup in which QMD conducts research and testing to continue the mission of the division. The Tau Photon Counting Detector to be procured must be 100 percent compatible with the existing custom NIST built measurement apparatus to ensure accurate data and test results, in addition, the technology and unique feature of the detection efficiency specification of the Tau Photon Counting Detectors is proprietary to PicoQuant. No other manufacturers are capable of providing the unique feature of the Tau Photon Counting Detectors, nor are other manufacturers capable of providing the compatibility requirement. No other companies The North American Industry Classification System (NAICS) code for this acquisition 334516, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by Friday February 17, 2012 will be considered by the Government.
