- 1. Introduction Strategic Systems Programs is conducting market research to identify qualified, experienced, and interested potential sources. Part of the market research is to publish a Sources Sought Notice seeking market information on businesses capable of providing the services, as described in the attached Draft Work Statement. The information requested by this Sources Sought Notice will be used within SSP to facilitate decision-making and will not be disclosed outside the agency. This notice is issued solely for information and planning purposes “ it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought notice does not commit the Government to contract for any supply or service whatsoever. Further, SSP is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this sources sought notice; all costs associated with responding to this sources sought notice will be solely at the interested party ™s expense. Not responding to this sources sought notice does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Navy Electronic Commerce Online (NECO) web (www.neco.navy.mil) and Federal Business Opportunities (FBO). It is the responsibility of the potential Offerors to monitor this site or Federal Business Opportunities web (https://www.fbo.gov) for additional information pertaining to this requirement. For your information, a draft Work Statement (WS) is attached. Please keep in mind that this gives a general description of the scope of work that could be required and does not define the final requirement. 2. Set Aside This sources sought will be used in determining whether to set aside the requirement for small businesses. The anticipated North American Industry Classification System (NAICS) code is 541330- and the small business size standard is $27 million. 3. Requested Information I. A White Paper briefly stating the company's capabilities, including: a. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. b. Company information (include CAGE Code and DUNS) c. Anticipated Teaming Arrangements (if applicable) d. Commerciality of this service IAW Federal Acquisition Regulation 2.101 e. Typical Contract terms and conditions for this type of work f. Identify Major Risks: general information to identify any major risks anticipated and/or associated with this type of effort II. Optional - provide recommendation for alternate NAICS code, if the one provided is too restrictive or not restrictive enough as to business size and industry category 4. Responses White papers in Microsoft Word for Office 2007 compatible format are due no later than 15 February 2012, 11:00AM EST. Respondees shall provide a white paper, single sided, 1 inch border, in 12 “point font not to exceed 6 pages, that provides the companies capabilities to provide the support outlined in the draft Work Statement (WS) and the information included in Paragraph 3 above. Responses shall be provided by e-mail to Mr. Jose Blanco, Contracting Officer, jose.blanco@ssp.navy.mil. 5. Industry Discussions SSP representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6. Questions Questions regarding this announcement shall be submitted in writing by e-mail to Mr. Jose Blanco, Contracting Officer, jose.blanco@ssp.navy.mil. Verbal questions will NOT be accepted. Questions will be answered by posting frequently asked questions at Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) accordingly; questions shall NOT contain proprietary or classified information. The Government will accept questions up to or before February 8th 2012 2:00 PM EST, questions received after this date will not be answered. 7. Summary THIS IS A SOURCES SOUGHT NOTICE ONLY, and is being used as an instrument to identify sources that can provide Arms Control Treaty Implementation and Compliance (ACTI&C) and Treaty Information Management System (TIMS) Support. The information provided in this notice is subject to change and is not binding on the Government. Strategic Systems Programs has not made a commitment to procure any of the items discussed, and the government will not pay for any information or administrative cost incurred in response to this sources sought. All cost associated with this sources sought will be solely at the expense of the respondents. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this sources sought. The information requested by this notice will be used within SSP to facilitate decision-making and will not be disclosed outside the agency.
