Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research to determine a possible set-aside, interest and capability to a Service Disabled Veterans Owned Small Business (SDVOSB), Veteran Owned Small Business or a Small Business. NAICS Code 236220 Commercial and Institutional Building Construction applies and size standard $33.5 million. This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exist at this time. Your response will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The intent of this procurement will be to award a design build construction contract. The Southeast Louisiana Veterans Health Care Systems, New Orleans, Louisiana plans to establish a Community Resource and Referral Center (CRRC) in existing space on the first floor of the F Quadrant located at 1601 Perdido Street, New Orleans, Louisiana. The CRRC will be housed in about 25,000 square feet of space accessible at the first floor level from the Gravier Street entrance. A major portion of this project will be focused on restoring the operation of this building by installing a new electrical distribution system, new heating, ventilation and air conditioning system, new mechanical systems for water and sewer, new telecommunication system, and other utility work necessary to meet Life Safety Code for a Building Occupancy, and ADA requirements. The other portion of the project will be to renovate existing rooms and spaces on the first floor to provide office space, exam rooms, waiting areas, telecommunications closet, security, day rooms, depot/storage, laundry facilities, dining areas and other support space. Work will also include improvements of surrounding grounds and parking lots to include repairs to sidewalks, stairs, ramps, and access to the building, and a covered patient drop off area and covered walkways. This project will completely repair and/or replace all utility systems and related infrastructure, accomplish refurbishment of interior space and finishes, correct life safety deficiencies and fire barriers, and other related work necessary. The design-build (DB) contractor for this project shall provide all necessary investigation, design surveys, extensive verification of as-built conditions, construction drawings, specifications, cost estimates, phasing and estimated construction time - as required for a fully developed set of construction documents to renovate the first floor of F Quadrant for the CRRC Center. The D/B firm team shall include the services of licensed architects, mechanical, electrical, civil, structural, fire safety, industrial hygienist and other engineers along with a construction firm that has previous experience and knowledge of similar project size, complexity and dollar amounts. Cost Range - The anticipated cost range for this project is between $5,000,000 - $10,000,000. Interested sources are requested to submit an email delineating qualification, capabilities, and experience for providing these services along with bonding capacity. Please include your business size with your submittal and socioeconomic status whether Service Disable Veteran Owned, Veteran Owned or a small business, 8(a), Small Disadvantaged, etc. Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veterans Owned Small Business must be registered and CVE verified at www.vip.vetbiz.gov to be considered as a source. Responses must be received by no later than February 10, 2012, 4 pm CST. Facsimile or Telephonic responses will not be accepted.
