- This notice is issued by NASA/ARC to post a Request for Information (RFI) via theinternet, and to solicit responses from interested parties. This RFI is for informationand planning purposes only. The RFI process allows industry the opportunity to verifyreasonableness and feasibility of the requirement, as well as promote competition. This notice is to solicit information from the small satellite community. NASA is seekingsources to develop and deliver a low cost, 1/2U (10cmx5cmx10cm) scientific payload formultipoint space physics measurements on a NanoSat Spacecraft of 1.5U CubeSat formfactor. Please see the attached Draft Statement of Work (SOW) for additional detailsregarding this future acquisition.Vendors or organizations having existing industrial capabilities and/or novel approachesto deliver this scientific payload are invited to submit a response to this RFI.Responses should include the following:1) Name and address of firm, technical point of contact, phone number, e-mail, andwebsite (if applicable); 2) Size of business based on NAICS code 334220 - whether your company is large, small,small disadvantaged, 8(a), HUBZone, veteran-owned and/or woman-owned; 3) Describe any collaboration or teaming arrangements with other organizations that mightbe used in order to provide the necessary expertise contained in this requirement.4) Please list previous past performance that is relevant to this type of nanosatpayload.5) Please provide a cost estimate for a full set of 20 flight units.All information received in response to this RFI that is marked Proprietary will behandled and protected accordingly. As applicable, NASA may provide Proprietaryinformation to its support service contractors who are under an obligation to keepthird-party Proprietary information in confidence. By submitting a response to this RFI,the responder is deemed to have consented to release of Proprietary information to suchNASA support service contractors. All responses shall be submitted to the Contracting Officer by email to:marla.p.lefevre@nasa.gov, no later than 12:00 Noon, Pacific Time, February 21, 2012.Please reference NNA12AAAAAA-AML in the subject line. This synopsis is for informationand planning purposes, subject to FAR provision 52.215-3, entitled Request forInformation or Solicitation for Planning Purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Following this initial feedback, NASA may conduct one-on-one meetings with potentialcontractors. These meetings will allow for exchange of information and will provide anopportunity for potential offerors to provide feedback on the Governments requirementsand its acquisition approach. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement.Although all comments received will be carefully reviewed and considered for inclusion ina later action, the initiators of this request make no commitment to include anyparticular recommendations. No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sites forthe release of any solicitation or synopsis. An ombudsman has been appointed -- See NASASpecific Note 'B'. The solicitation and any documents related to this procurement will beavailable over the Internet. These documents will reside on a World Wide Web (WWW)server, which may be accessed using a WWW browser application.
