Description
The U.S. Army Contracting Command New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Close Combat Systems (OPM-CCS) is conducting a Market Survey to identify potential sources capable of manufacturing and delivering the following items/Part Numbers (P/Ns):DODIC: MN88Nomenclature: CAP, BLASTING: non-electric, 500ft minitube, in-line initiator, M21 (M21 Blasting Cap Assembly)P/N: 13023565NSN: 1375-01-567-3615DODIC: MN90Nomenclature: CAP, BLASTING: non-electric, 1000ft minitube, in-line initiator, M23 (M23 Blasting Cap Assembly)NSN: 1375-01-567-3620P/N: 13023566 The M21 and M23 Blasting Cap Assemblies consist of 500 ft and 1,000 ft of minitube (shocktube), respectively, with an inline primer at one end attached to a firing assembly and a blasting cap attached at the other end. This assembly is wrapped around a plastic spool and an M9 connector, which is easily removable, is attached to the blasting cap. The following are additional characteristics of the M21 and M23: a.Firing Assembly: The firing assembly shall comply with ARDEC drawing 8822504. For the purposes of this market survey, Firing Assembly (8822504) drawing is being provided to assist in responding to this survey. Requests for additional technical data, related to the Firing Assembly, must be made through the contracting POC designated below. b.Inline Primer: The in-line primer shall be M42C1. c.Minitube: The minitube shall be 0.0064 maximum square inches in cross section (equivalent to 0.090 maximum diameter), color shall be olive drab (Color No. 34088) per FED-STD-595. d.Blasting Cap The length of the blasting cap shall be 2.25 to 2.35 inches. The outside diameter shall be 0.230 to 0.241 inches. The beginning of the crimp on the blasting cap joining it to the minitube shall be 0.125 +/-0.025 inches away from the end of the cap. The blasting cap explosive composition shall be provided upon request. Requests shall be made through the contracting POC designated below. e.Spool: The spool material shall be plastic, color shall be olive drab (Color No. 34088) per FED-STD-595, the primer end of the minitube along with the attached firing assembly shall protrude from the center of the spool core and extend a minimum of 24 inches from the spool head and be secured to the outside flat surface of the spool. Interested companies should respond by providing the Government the following information: a point of contact with telephone number and email address, a brief summary of the companys capabilities, including a description of facilities, personnel, related manufacturing experience, availability, and business size as it applies to NAICS code 325920, Explosives (Caps, blasting and detonating) Manufacturing. Additionally, interested companies should note if manufacturing resources are shared with other items/production lines and identify the approximate amount shared. Interested companies should also provide: their minimum and maximum monthly production capability, Minimum Procurement Quantity (MPQ) required for economical production and a Rough Order of Magnitude (ROM) for quantities of 2,000 (min) and 60,000 (max). A respondent to this survey should be able to show adequate technical and manufacturing capability and satisfactory past performance. The respondent shall have available a majority of the skills and facilities that are required to manufacture this item. If a respondent does not have the adequate resources (technical, manufacturing, personnel, etc.) available, the respondent shall be able to describe and demonstrate their ability to obtain these resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. All companies interested in this potential future solicitation must be registered in the Central Contractor Registration Database.Interested parties have 30 calendar days from the date of this publication to submit information to be considered in the development of the acquisition strategy for this item. Respondents will not be notified of the results of this survey or result of information submitted.
