Description
Draft - Pricing Schedule DRAFT - SOW Introduction The Small Business Administration (SBA) has a need for professional support of its Section 503 and Section 504 programs. This Sources Sought Notice is a Request for Information (RFI) only. This notification seeks information from contractors as to their capabilities and experiences for successful performance of the requirements in the attached Performance-Based Statement of Work (SOW). This notification is not a solicitation, a request for proposal, or a request for quotation. This notification does not obligate the Government to award a contract. A request for a solicitation will not receive a response. This RFI is for market research purposes. This RFI will allow the SBA to obtain a better understanding of the market place and to make appropriate acquisition decisions. A response to this RFI shall be in writing, printed on one side of the paper, using 12-point font type. Responses shall be limited to 10 pages. Responses shall be sent as a pdf file attachment to the email address provided, no later than the date and time provided, and as stated in this notification. The NAICS code for this requirement is 523991, Trust, Fiduciary, and Custody Activities, with a size standard of $7 Million. The Product Service Code is R499, Support - Professional - Other. Summary A - Requirement - See attached SOW for contract description, tasks and requirements. See additional attachments to the SOW. See additional attachment with possible pricing schedule and contract line items (CLINs). Contractor's response need not include Contractor's pricing. B - Location of work to be performed - All work shall be performed at Contractor's facility which must be located in the United States of America. C - Contract Type - This is a no-cost contract to the Government. Contractor will be paid fees from participants in the 504 loan programs, based on actions performed by Contractor, as stated in the SOW. In addition, fees need to cover the original cost of servicing the Section 503 Secondary Market Program portfolio. D - Overall period of performance - A base year with four option years is contemplated. E - Total estimated value - The approximate value of this effort (potential contractor fees) is estimated to be in the neighborhood of $7 Million to $10 Million over five years. F - Award time frame - A contract is expected to be awarded so that it will commence October 1, 2012. Contractor's response shall include the following information in the order given. 1 - Provide the full name of Contractor, along with its DUNS number, address, point-of-contact with email address and telephone number. Include Contractor's socio-economic status along with the status of any proposed teaming partners. Is Contractor registered in CCR for NAICS code used for this requirement? 2 - Describe Contractor's facility. How large is the facility? What kind of security does Contractor provide? Does Contractor own or rent its facility? How long has Contractor been at its present location? What are Contractor's future plans as to location? What is Contractor's ability to provide back-up utilities in the event of an emergency? 3 - What are Contractor's current IT facilities and abilities? What sort of information and physical security is employed? 4 - How many people does Contractor employ? How does Contractor train its staff? How does it retain its staff? What experience does Contractor's staff have? How would Contractor obtain staff to perform the work described in the SOW? How does Contractor pre-screen for employment? Does Contractor have currently employed key personnel with experience in performing the tasks outlined in the attached SOW? What training is provided for Contractor's new or existing employees to ensure currency in all applicable laws, policies, and directives? Assuming full staffing for the attached SOW is 50 contractor employees, describe how Contractor would ramp up to full staffing levels, including vetting personnel for potential security clearance issues. 5 - Describe Contractor's core business. What are the core competencies of Contractor? How long has Contractor been in business? What services does Contractor currently provide customers and which of those services are covered by NAICS code 523991? If Contractor is on a GSA Schedule or is a part of any other Government contracting vehicle, give complete details. 6- Describe Contractor's relevant past experience. Has Contractor, as Prime Contractor, ever provided financial services similar to those described in the SOW? If so, provide complete information, including customer name; point-of-contact name, email address and telephone number; contract number; contract amount; contract period of performance. Include a description of transactions performed and numbers of transactions per 24-hour period. Include timeliness requirements and precision in performance requirements for each contract. 7 - What best practices does Contractor recommend for the performance of this SOW? What insurance and bonding types and amounts does Contractor recommend for this SOW? 8 - Describe any strategic partnerships of this Contractor. Has Contractor leveraged any partnerships in the past to successfully meet client requirements? If Contractor is a small business that uses teaming partnerships, how does Contractor assure that it can and will perform a minimum of 51% of the work? 9- Assuming this requirement is currently being performed, what is Contractor's transition strategy? Contractor's proposal shall be exclusively a WORD document or a WORD document saved as a PDF file. Contractor's proposal shall not include brochures, sales materials, or other large email attachments. Proposals may include charts or similar illustrations. Provide Contractor's written response by email to Cheryl T. Flanagan, Contracting Officer, at Cheryl.Flanagan@sba.gov on or before March 5, 2012 at 5 p.m., Mountain Time.
