- M&M 3.6 FSM Electronic Registration M&M 3.6 FSM Draft PWS M&M 3.6 FSM Industry Day Flyer M&M 3.6 FSM Area Map THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A SOURCES SOUGHT NOTICE ONLY. As part of its Management and Marketing (M&M) suite of contracts, the U.S. Department of Housing and Urban Development is performing market research to identify potential small businesses, including SDB, 8(a), SDVOB, WOSB, and HUBZone interested sources that have the skills and extensive experience in providing property maintenance and preservation services consisting of, but not limited to: (1) completion of the HUD Property Inspection Report (HPIR) and ongoing inspection of property, (2) securing of property and debris removal (3) performance of cosmetic enhancement/repairs, (4) investigation and payment of Home Owners Association and utility fees, and (5) on-going maintenance of property for HUD Real Estate Owned (REO) Single Family properties located in the 12 identified geographical areas defined as M&M 3.6, Field Service Manager (FSM) consisting of: 3A (Illinois), 4A (Indiana and Kentucky), 5A (North Carolina and South Carolina), 6A (Tennessee, Mississippi, and Alabama), 7A (Georgia), 8A (Florida, Puerto Rico and the US Virgin Islands), 3S (Arizona), 4S (Idaho and Nevada), 5S (California, Hawaii, Guam, N. Mariana Islands, and the American Samoa), 6S (Oregon, Washington, Alaska), 4D (Iowa, Nebraska, South Dakota, and Wisconsin), and 5D (Montana, Minnesota, North Dakota, and Wyoming). Included at Attachment 1 is the draft map showing the anticipated contract service areas, and Attachment 2 which contains Industry Day information scheduled for February 16, 2012. For purposes of this sources sought notice, HUD's objective is to identify interested sources that have existing facilities within or are able to demonstrate capability of establishing an office location and capability to effectively service one or more of the identified contract areas in accordance with the draft PWS. However, HUD will entertain responses from interested sources that are unable to service an entire geographic area as provided. Sources Sought Content: All written responses are requested to be limited to 10 pages (letter size) in length, single-spaced, 12 point font minimum. Responding vendors shall submit capability statements that demonstrate the skills and extensive experience in providing property maintenance and preservation services consisting of, but not limited to the following: (1) completion of the HUD Property Inspection Report (HPIR) and ongoing inspection of property, (2) securing of property and debris removal (3) performance of cosmetic enhancement/repairs, (4) investigation and payment of Home Owners Association and utility fees, and (5) on-going maintenance of real property for a large volume of properties within the desired geographical areas. Additionally, interested sources must include a two-page company profile to include Small Business Administration (SBA) business size classification, number of employees, Cage Code, DUN's number, customer base and a description of the company's prior relevant experience and a summary of past performance information for contracts awarded. Interested sources should also provide a point of contact who can discuss the material submitted. Affirmative responses to this notice must indicate your business size and type under the NAICS code 531311, Residential Property Management, and indicate whether your firm is capable of performing the services in one or more of the identified areas. Respondents who are not capable of performing all services, or may only be capable of partially servicing one or more of the identified areas, must indicate any performance constraints or limited service areas as part of their response. For instance, contract area 4D includes the states of Iowa, Nebraska, South Dakota, and Wisconsin. Interested Sources who are only capable of servicing individual cities, counties, or states within 4D must indicate those specific areas that they are capable of servicing. HUD will be hosting a pre-solicitation Industry Day in order to reconstitute efforts to execute replacement contracts for the identified areas. The Industry Day will take place on Thursday, February 16, 2012, at the HUD Atlanta Homeownership Center office located at 40 Marietta Street, NW, Atlanta, Georgia. Alternate site locations will be made available via video teleconference from HUD Headquarters, Washington DC, and the Denver, Philadelphia, and Santa Ana HOC offices. The scheduled time for the conference will be from 1P.M. EST - 3:00P.M. EST, with a matchmaking session available to Atlanta participants directly following the event. Electronic registration for the event will open immediately on February 1, 2012. Registration is required, and attendees are encouraged to register early, as available seating will be limited. Vendors will be limited to a maximum of two (2) participants per registered business name. The agenda will include an overview of the support requirements, discussion of the draft acquisition approach, and SBA briefing to maximize small business participation, followed by a Q&A session, and a separate networking session for interested vendors. It will give all of us a chance to meet and greet each other as well as find out valuable information on this highly visible and challenging project.
