Description
The Joint Program Executive Office for Chemical and Biological Defense, Joint Project Manager, Guardian, Product Manager, Force Protection Systems, is conducting market research to determine the availability of commercial-off-the-shelf automated installation entry systems to provide access control for military installations. The preferred automated installation entry system includes, but is not limited to, an information technology based integrated electro-mechanical capability that can automate the entry control processes to enhance security, maximize throughput of authorized personnel and vehicles, and reduce manpower requirements. Examples of access control processes are registration (to include both portable and online), vetting, authentication, identification (both biographic and biometric), verification (to include handheld unit), sensing, surveillance, early warning, data fusion, reporting, etc. Vehicles throughput is expected to be in the range of 6 - 30 vehicles per minute per lane. The automated installation entry system will be used at a variety of military installations (i.e., force projection platforms, combat service support centers, forward operating bases, supply and storage depots, arsenals and military research, development and engineering centers). System capabilities include, but are not limited to the following: Open, modular and enterprise architecture; DOD net-ready; Defense Information Assurance Certification and Accreditation Process (DIACAP) compliant; electronic linkage with federal, DOD, and state authoritative databases; read and record all federal and state issued identifications; operational availability of 0.97; denial of entry to unauthorized personnel at 99.9%; mean time between failure of at least 1440 to 2880 hours; and near real time adaptation to changing force protection conditions; and the ability to interoperate and integrate with legacy entry control systems and related base defense, force protection and physical security systems and networks. The AIE 3 system has been assigned 334119 as the North American Industry Classification System (NAICS) code with a size standard of 1,000 employees. Interested vendors should provide a white paper (10-page limit) explaining their solution to meet the capabilities identified above. Also, vendors should identify their business size and socio-economic categorie(s) if applicable.
