- The USAID/OTI Kyrgyz Republic Transition Initiative (KRTI) program is designed to enhance U.S. Government (USG) policy goals and complement other ongoing USG programs in the Kyrgyz Republic by addressing drivers of conflict and instability at the national and community levels and enhancing the capacity and capability of the government to meet the needs of its people. USAID/OTI works with disenfranchised communities through small-scale community-driven improvement activities that engage youth and other potentially volatile populations and provide technical assistance to the government to help restore their ability to provide core government functions. KRTI responds to an urgent need from the Kyrgyz Republic national and local governments and the people in offering immediate, tangible community improvement projects and grants to create employment, augment social trust, and decrease violent instability. KRTI responds to an urgent need from the Kyrgyz Republic national and local governments and the people in offering immediate, tangible community improvement projects and grants to create employment, augment social trust, and decrease violent instability. To quickly and effectively develop and implement activities that meet these policy and programmatic goals, USAID/OTI requires implementing partner support under the SWIFT III IQC platform to establish and manage a quick-response mechanism. USAID/OTI released an RFTOP under the SWIFT III IQC in April 2010, and issued the Task Order (TO) award to the International Resources Group (IRG). The services required for this extension are the same as the services required in the existing Task Order, currently implemented by IRG. All current and planned program activities fall within the current IRG Scope of Work and do not represent a change in programming. Thus, the end date will be extended and ceiling be increased to accommodate potential new funding in response to on-the-ground needs. The new end date will be December 6, 2012 and the new ceiling will be $34,762,538, an increase of $11,995,326. The proposed increase is well within the maximum total contract ceiling in the SWIFT III IQC and has been approved by DCHA/OTI leadership. The TEC increase is necessary to ensure that there is no gap in DCHA/OTI's critical program in the Kyrgyz Republic. That document sets forth the facts and rationale justifying an exception to the fair opportunity process in accordance with FAR Part 16.505(b)(2)(i)(C).
