- Introductory Paragraph This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified small business sources in the following major socio-economic categories; small businesses, small disadvantaged businesses, 8(a) companies, woman-owned small businesses, veteran-owned small businesses, service-disabled, veteran-owned small businesses, and companies located in HUBZones. Your responses to the information requested will be used by the Government to determine whether the acquisition may be set aside for small business. The North American Industry Classification System (NAICS) code for the proposed acquisition is 541410 and the size standard is $7.0 million dollars. Organizations, not considered small business under the applicable NAICS code, should not submit a response to this notice. Background National Institute of Environmental Health Sciences/Office of Management (NIEHS/OM) is responsible for managing NIEHS owned and leased space by providing, limited, in-house space planning, interior design and project management services to oversee projects on behalf of NIEHS. Although the National Institutes of Health /Office of Research Facilities (NIH/ORF) provides the majority of facilities services at NIEHS they do not provide space planning, interior design, furniture installation or moving services. Additionally, they do not have in-house architectural services. Archibus FM is the off-the-shelf software used by NIH and NIEHS for managing space; however, in-house Archibus FM support and maintenance of the drawings, utilized with Archibus FM, is not available, in-house at NIEHS. Services in excess of that which can be provided by in-house staff have historically been obtained through a service contract. The services are currently being provided by Triangle Commercial Architecture, PLLC under Contract HHSN2739999000360I. Purpose and Objectives The NIEHS is seeking qualified small businesses to provide interior design, space planning, architectural design, ADA/ABA consultation, furniture installation, Archibus FM drawing maintenance, Archibus FM application support, and other facilities management support services. These services are required to assist NIEHS/OM in managing and supporting the NIEHS facility. The broad categories of labor classifications that may be required include, but are not limited to: Interior Designer Consulting Services from registered Architect Qualified Furniture Installers Commercial Movers Computer Aided Design operator Archibus FM Consultant Project Requirements/Major tasks required The services to be provided by this contract effort include, but are not limited to: surveys, studies, reports, design options, accessibility evaluations, cost estimates, furniture selections/specifications (including finish selections) Computer Aided Drafting (CAD) drawing maintenance utilizing NIEHS CAD standards, software maintenance (Archibus FM), project management, furniture installation, moving services, and other miscellaneous space and facilities management support services. Archibus FM software support services may include software installation and configuration of application upgrades, patches, providing user training, troubleshooting, and software customizations. Other Important Considerations On occasion the contractor must respond on-site within one hour of receiving a call from the Contracting Officer's Representative. Anticipated Period of Performance The anticipated period of performance for this requirement is June 1, 2012 through May 31, 2017. Information Sought Interested organizations are required to submit five (3) hard copies of their capability statement, not to exceed fifteen (15) pages in length, not including a standard product brochure, that clearly details their ability to perform the aspects of the notice described above. The capability statement should be tailored to the "Project Requirements" and as concise as possible. Each response should also include the following business information: a. DUNS number b. Organization Name c. Company Address d. Point of Contact (including name, title, addresses, telephone number, fax number and Email address) e. Business size f. Socio-economic status g. Teaming Agreements (if necessary) Standard product brochures will not be considered a sufficient response to this sources sought synopsis.
