Description
Sole Source Synopsis: USPFO of Colorado intends to award a contract to C West Code Consultants Inc. The award will be made for code review services. This procurement is being made pursuant to 10 U.S.C. 2304(c) 1 and FAR Part 6.302-1, for other than full and open competition; only one responsible source and no other supplies or services will satisfy agency requirements. C West has unique capabilities and resources to meet this Colorado National Guard (CONG) requirement to meet mission execution and logistics requirements. C-West served as the Code Consultant for the past 6 years during the entire design process of the Colorado National Guard Regional Training Institute (RTI) facility. It reviewed each design milestone submittal and is intimately familiar with all of the complex design issues. It is uniquely qualified, given this background experience, to provide detailed and effective code site inspections for the RTI construction. Based on this role during design, C-West carries the professional liability of having certified that the design of the facility meets code requirements. As such, carrying out inspections during the construction of the design to ensure its continued compliance with applicable building codes is a natural extension of services already rendered, much like the Architect-Engineer of record carrying out Supervision, Inspection and Overhead (SIOH) services during construction. There are no other known sources that can provide the services that are unique to this requirement in the required timeframe. All interested sources must respond not later than 17 February 2012, 1000 hours MST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
