Industry Days #1 - Attendee List Industry Days #1 - Questions and Answers MICS Industry Days #2 Registration Form This is a notice for: 1) Synopsis of Proposed Contract Action 2) Publish the Attendance List and Questions and Answers from the MICS Pre-Solicitation Conference/Industry Days #1 3) Invitation to participate in the MICS Pre-Proposal Conference/Industry Days #2. SYNOPSIS: The Missile Defense Agency is informing all interested Offerors of a forthcoming competitive solicitation and Best Value source selection to be conducted in accordance with (IAW) the Federal Acquisition Regulation (FAR) 15.3, as supplemented by the Department of Defense (DoD) FAR Supplement (DFARS) 215.3 and supplemental DoD and MDA guidance. This requirement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), IAW FAR Part 19.14 - Service-Disabled Veteran-Owned Small Business Procurement Program, under NAICS 541513 - Computer Facilities Management Services. MDA intends to award a single Cost Type contract for global classified and unclassified video conferencing services, collaboration services, customer facing business application services, and end user training. The MICS contract will be a five (5) year contract with a two (2) year base period and three (3) single year priced options. Estimated contract award date is 3 rd Quarter Fiscal Year 2012. Period of performance is anticipated to begin on 1 September 2012. Performance shall take place at multiple MDA locations to include the National Capital Region (NCR), Huntsville, AL (HSV) and Schriever AFB, CO (COS). MDA anticipates the Final Request for Proposal (FRFP) being released no earlier than 17 February 2012 via FedBizOpps. Potential Offerors are responsible for monitoring FedBizOpps for release of the Final RFP package and any amendments. PRE-SOLICITATION CONFERENCE INDUSTRY/DAYS #1 QUESTIONS AND ANSWERS: Additionally, this announcement publishes the Attendance List and Questions and Answers from the MICS Pre-Solicitation Conference/Industry Days held 17-19 January 2012 in Huntsville, AL relating to the forthcoming release of the solicitation. The Attendance List and Questions and Answers are attached to this announcement. The Question and Answer package contains "controlled unclassified information" and is therefore labeled For Official Use Only (FOUO). The contents of the MICS Question and Answer package are NOT approved for further release. The Industry Days #1 briefing packages will be made available to attendees and interested companies that did not attend the Industry Days in HSV. To request a copy of the briefing package submit an e-mail titled MICS Briefing Request, inclusive of company CAGE code, to MICS-IndustryDays@mda.mil. The briefing package will be electronically sent to the provided e-mail address. The MICS Industry Days event briefing packages contains "controlled unclassified information" and is therefore labeled For Official Use Only (FOUO). The contents of the MICS Industry Day briefing packages are NOT approved for public release. PRE-PROPOSAL CONFERENCE / INDUSTRY DAYS #2: Interested companies are invited to participate in Government provided briefings and Site Visit on 6-7 March 2012, and optional Industry-Government One-on-One sessions on 7-9 March 2012 (demonstrations/capabilities briefs of any kind are NOT allowed). One-on-One session will be scheduled individually and are limited to 30 minutes. Participation for briefings and One-on-One sessions is limited to four (4) personnel per company (CAGE Code) and companies that participated in One-on-One sessions at Industry Days #1 will not be provided an additional One-on-One session. NOTE: All individuals wishing to attend the MICS Pre-Proposal Conference/Industry Days #2 MUST HAVE A SECRET CLEARANCE in order to participate; MDA escorts will not be provided. Industry Days will be held at the Missile Defense Integration and Operations Center (MDIOC), Schriever AFB, CO (COS). The Industry Day #2 Registration Form is attached to this notice. Companies must complete the attached Registration Form AND each participant must register on the MDIOC Event Registration Application (ERA) site at: https://webapps.mda.mil/eventreg/home/index.cfm?eventID=MICSIndustryDaysII Registration must be properly submitted NO LATER THAN 1600 CST on 22 February 2012. Due to briefing location, REGISTRATION SUBMISSIONS RECEIVED AFTER 1600 CST ON 22 FEBRUARY 2012 WILL NOT BE ACCEPTED. Once the form is received, you will be registered, scheduled for a One-on-One session (if requested) and provided with a Visitor Package detailing the Visit Authorization Request (VAR) submittal information and the meeting location access instructions. The Government will not compensate industry participants for travel, lodging or any other expenses associated with the Pre-Proposal Conference/Industry Days. OCI CONSIDERATIONS: The acquisition and/or performance of this contract under this forthcoming solicitation may create actual or potential conflicts of interest (OCIs) for Offerors and their prospective Teammate/Subcontractors. In assessing and addressing OCI, MDA will follow the guidance in FAR 9.5, DFARS 209.5 and MDA OCI policy. Offerors are responsible for ensuring that they and their proposed Teammate/Subcontractors are not restricted from participating in this solicitation due to an OCI caused by any MDA-funded contract or subcontract, Ballistic Missile Defense System (BMDS) related contracts or subcontracts, Advisory and Assistance Services/ Systems Engineering and Technical Assistance contracts (e.g. MiDAESS), or other significant non-BMDS related business relationships with firms doing business with or in support of MDA. The draft RFP/solicitation includes a clause in Section H-09, Organizational Conflict of Interest (March 2010) that establishes restrictions and obligations to prevent and resolve OCIs. Consistent with Government Accountability Office (GAO) and court decisions, it is MDA's policy that impaired objectivity bias OCIs cannot be adequately mitigated through firewalls and separate corporate divisions. A mitigation plan that includes firewalls and separate corporate divisions or organizational structures will not resolve impaired objectivity OCIs. MDA does not intend to grant waivers of bias-type (i.e., biased ground rules and impaired objectivity) as part of this procurement process, although the Government reserves the right to do so. The Offeror shall carefully and fully evaluate potential OCIs. Initially and if applicable, the Government will analyze potential OCIs on a case-by-case basis at the basic contract level and at the delivery/task order level to determine whether a conflict of interest exists for a Prime or Teammate/Subcontractor. Offerors should carefully review MDA's OCI policy and contract Section H-09 clause to ensure their proposals and Teammate/Subcontractor arrangements are consistent with MDA's OCI policy and the contract Section H-09 clause. Questions and clarifications regarding the policy or clause should be provided to the CO. The CO will discuss with Offerors on a one-on-one basis, if requested and as necessary, to address individual Offeror or Teammate/Subcontractor arrangements in regards to MDA's OCI policy and/or the Section H-09 clause. Offerors are encouraged to submit the completed OCI Disclosure Form and supporting documentation for review before the proposal due dates as.pdf documents via electronic mail to MICS-PCO@mda.mil. This submission will not count against any proposal page limitation. Based on MDA's review of the submitted documentation, the CO may provide preliminary guidance and/or written advisory approval to participate in this acquisition. This guidance and advisory approval will not be binding on MDA. The submission shall also identify all actual or potential conflicts of interest that might occur under this effort and shall specify, in adequate detail for the Government's evaluation, the nature of the conflict and the measures the Offeror has taken or proposes to take to avoid or mitigate such conflicts.
