Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for the solicitation for Invitation for Bid (IFB) N40084-12-B-7001 REPLACE A/C SYSTEM ACP-2 AND ACP-5 (CTF-72), BLDG. 978, NAF MISAWA, JAPAN. The project will be solicited as an unrestricted procurement in accordance with Federal Acquisition Regulations Part 14. The Government will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation. This Construction project will include but is not limited to the labor, supervision, tools, materials, and equipment necessary to replace A/C system ACP-2 and ACP-5 (CTF-72), Bldg 978, NAF Misawa, Misawa AFB, Japan. The work includes removal of the existing A/C units (ACP-2 and ACP-5) including refrigerant pipes and drain pipes, removal of the existing flexible duct connections from existing interior units of ACP-2 and ACP-5, removal of the existing air duct hoods from existing exterior units of ADP-2 and ACP-5, installation of new A/C units (ACP-2 and ACP-5) including refrigerant pipes and drain pipes, installation of new flexible duct connections to new interior units of ACP-2 and ACP-5, installation of new air duct hoods sized to accommodate new exterior units, connection of new air duct hoods to existing exhaust duct at suitable point along existing exhaust duct, performance of air balancing for new ACP-2 and ACP-5 air duct system, and rearrangement of existing automatic control systems to new ACP-2 and ACP-5 automatic control systems. Performance period is 300 days from the date of award. The North American Industry Classification System code is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The project magnitude is between $250,000 and $500,000. No notice of solicitation activity will be provided to interested offerors. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online at http://asia.neco.navy.mil when it becomes available on or about 10 Feb 2012. The due date for proposal is approximately 30 calendar days after the issuance of the solicitation. All interested offerors shall register at the website.
