Description
This is a Request for Information (RFI) for Commercial Service in accordance with the Federal Acquisition Regulation (FAR) 12.1. No proposals are requested by this announcement; all responses shall be solely in the form of information and materials. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. Further, the Government will not accept unsolicited proposals. All costs associated with responding to this RFI will be the sole responsibility of the contractor. All submissions will be treated as business confidential materials, become Government property, and will not be returned. Purpose - The 410th Contracting Support Brigade, Regional Contracting Center (Americas) (410th CSB-RCC)is requesting information from organizations and agencies on collecting data related to assessing the enduring effects of U.S. activities within the United States Southern Command (USSOUTHCOM) Area of Responsibility (AOR), consisting of South and Central America and the Caribbean. This information will be used is to build a concept of execution for an assessment methodology, and possible Performance Work Statement (PWS), which incorporates best practices being utilized in the field. Examples of information requested are provided in the specifics below. Background - The U.S. Government has historically sought to engage the countries in the USSOUTHCOM AOR through a multitude of activities ranging from those that build capacity for Peace Support operations to those that provide Humanitarian and Civic Assistance (HCA). Some of the outcomes of these activities produce concrete measurable results, while others produce less tangible results. All, taken as a whole series of events and activities, are meant to produce advancement of tactical and strategic civil-military objectives for the command. With the possibility of dwindling resources, and the real desire to employ resources effectively, USSOUTHCOM is looking for confirmation that these activities are achieving the long term and enduring positive impacts desired. Specifics - The 410th CSB-RCC is planning to issue a future solicitation for data collection and assessment services in the near future. We are asking for information that offer solutions and capabilities available for planning purposes for the topic areas below. Evaluation Experimental Design. USSOUTHCOM is looking for best practices and experiences in the design of the data collection efforts. Of particular value are methods to collect data (through surveys or other means) at least cost while still providing a high level of reliability and validity of results. The Evaluation Design may employ numerous methods. The source of potential bias (and means to mitigate) and the benefits/costs of each design method are critical for a study of this type. Concept of Execution. USSOUTHCOM is looking for responses from US Government organizations and other agencies, especially country teams and those working with our country teams in the SOUTHCOM AOR, who are executing data collection similar to this effort. For those with recent experience, the primary question is how to organize and execute this project. We also request examples of similar work which have been recently conducted. CONOPS should include an initial plan and measures needed to continue this effort over time. Suggestions for the Test Activity. We are looking for a rational for the initial test activity. Use of Company Established in our Region. A strong working relationship with an established organization capable of collecting data in the field in our AOR is a huge advantage. Because of the nature of this analysis, this firm must have experience developing sophisticated sampling plans and in fielding regional and nationwide public opinion surveys on a personal level. We request that you show recent experience with a firm capable of actually collecting data in the field in our AOR and explain how they would be utilized in this project.
