- Request for Information (RFI) Combat Key Generator (CKG) Sustainment Support This Request for Information (RFI) is in accordance with the Federal Acquisition Regulation (FAR) clause 52.215-3 (Request for Information or Solicitation for Planning Purposes - Oct 1997) and is published only to obtain information for use by the United States Air Force Electronic Systems Center Cryptologic Systems Division, Cryptographic Modernization Program Office (AF CMPO), Lackland Air Force Base, Texas, for market research and planning purposes only. This RFI is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation, it is intended for information or planning purposes only. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submittals will not be returned to the sender. Respondents of this RFI may be requested to provide additional information/details based on their initial submittals. The purpose of this synopsis is to identify qualified sources, prior to the release of any potential solicitation, capable of providing sustainment support for the Air Force's Combat Key Generator (CKG), KOK-23, to include user technical support, software maintenance/updates, and engineering studies, evaluation and reporting as requested. Fielding of the CKG is planned to be completed NLT 1st Qtr FY13. Total production quantity is currently 641 units, produced from FY10-FY12. As the developer of the CKG device, General Dynamics C4 Systems (GDC4S), Needham, MA, is the holder of exclusive rights to the CKG software source code. Potential sources would have to purchase data rights from GDC4S. The Government is contemplating the issuance of a Cost Plus Fixed Fee (CPFF) or Time and Material (T&M) contract for sustainment support of the CKG device. Please provide answers to the following questions: 1) What experience do you have in the development, production and/or sustainment of key generation or encryption devices (e.g., Taclane, KOK-13, etc.), in particular software? 2) What experience do you have with the following software tools? Do you currently have copies of them? a. Integrity-178B Real-Time Operating System (RTOS) b. Green Hills Software C AND C++ LIBRARY Source code c. ALLEGRO SOFT RomPager d. I•Logix Rhapsody Object Execution Framework (OXF) e. I•Logix Rhapsody C/C++ f. Interpeak IP Stack g. Golden Nugget ASIC 3) Would you be interested in competing for this requirement? If so, would you be proposing as a Prime Contractor or Subcontractor? 4) What is your CAGE code? 5) Are you a Small Business? If so, do you also qualify under any of the sub-categories: 8(a), Small Disadvantaged Business, Woman Owned Small Business, Veteran Owned Small Business, HUB Zone Small Business, Service Disabled Veteran Owned Small Business, and HBCU/MI? 6) For small business consideration, what NAICS would your firm be able to compete under? 7) Are you a U.S. or Foreign Owned Company? 8) Are you on one or more GSA schedules? If so, which one(s)? Submissions shall not exceed twenty (20) 8.5 X 11 inch, single-sided pages. Vendors who submit information for review do so with the understanding that U.S. Government personnel as well as their support contractors will review their material and data. Respondents will not be contacted regarding their submission or information gathered as a result of this notice nor the outcome of the Government's review of the solicited information unless the Government desires further information. Submitted information packages will be retained by the Government and not returned to the contractor. All interested, capable and responsible sources that wish to respond to this RFI are required to electronically supply their responses (.doc or.pdf format) in the order and format in which they are presented, to irma.studivant@us.af.mil and archie.peay@us.af.mil no later than 1600 hrs CT, 2 March 2012.
