- Description
- The Space and Naval Warfare Systems Command (SPAWAR), in support of theProgram Executive Office (PEO) Command, Control, Communications, Computers, and Intelligence (C4I), International C4I Program Office (PMW 740), intends to issue Request for Proposal (RFP) N00039-12-R-0038 which would result in a sole source contract to ViaSat, Inc. at 6155 El Camino Real, San Diego, CA 92009 for Foreign Military Sales (FMS) efforts in support of Taiwan. The effort will procure Intermediate-Level (I-Level) maintenance on ViaSat-produced Multifunctional Information Distribution System Low Volume Terminals (MIDS-LVTs) currently in use on the Syun An program. This effort includes in-country Field Service Engineering support at the Joint Information Operations Center (JIOC) in Taiwan inducting failed terminals into the I-Level repair cycle, conducting inspections and tests to determine the nature of the failure, conducting repairs, and submitting maintenance and repair action reports. It is anticipated that the contract will run for a base period of two (2) years with three (3) one-year options. The authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source. Syun An is a System of Systems (SoS) which provides tactical data information link and Command and Control (C2) interoperability. The MIDS-LVT, as a part of the Syun An solution, requires maintenance and repair that can only be performed by the Original Equipment Manufacturer (OEM). As the OEM, ViaSat is the only vendor capable for conducting the required FSE maintenance and repair services on the terminals it produces. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responses to this notice of intent to issue an RFP to ViaSat, Inc. should be submitted no later than fifteen (15) calendar days from the date of this synopsis to Ms. Rachel Romero, Contract Specialist for SPAWAR, rachel.romero1@navy.mil.
