- This is a Pre-Solicitation Notice. The 36th Contracting Squadron Andersen AFB Guam anticipates awarding a firm fixed-price, indefinite delivery/requirements contract for Enterprise Land Mobile Radio (ELMR) systems maintenance services for assets owned and operated by Joint Region Marianas Guam. The North American Industry Classification System Code is 811213 with a small business size standard of $10M. The period of perfomance for this acquisition is 01 April 2012 or date of award, whichever is later, through 31 March 2013, with 2 option years. Services will include: project management, systems engineering, site preparation/development, equipment installation and optimization, acceptance testing, and training. Equipment shall be maintained in accordance with Federal Communications Commission (FCC) and Original Equipment Manufacturer (OEM) specifications on a recurring or non-recurring basis. This requirement will include radio communications repair and maintenance services to support the critical operation of Joint Region Marianas Guam two-way radio communications assets. This requirement must provide for the diagnostics, components, and technical services required for the restoration of defective radio equipment back to factory specified operating condition. Prospective vendors must be capable of servicing existing digital, analog, conventional and trunked radio formats. Maintenance service will include, but not be limited to: 1) Handheld and mobile radio repair and preventive maintenance; 2) Annual system survey and analysis visits for infrastructure optimization; 3) On-site repair/response to system outages and restoration to system malfunctions on a 24/7 service window; 4) Network monitoring and remote diagnostics; and 5) Centralized system management and on-site dispatch function to provide coordinated maintenance scheduling logistics support, engineering support, scheduling of all technical activities, and performance reporting on all scheduled and corrective maintenance activities provided to institutions. This agency will consider all proposals submitted by responsible small business concerns. Prospective offerors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov in order to be eligible for award. Reponsive offers must also be registered in Online Representations and Certifications Application (ORCA) at www.bpn.gov before submitting an offer. The solicitation, which will include further instructions for submitting a proposal, will be available on or about Thursday, 09 February 2012.
