- Description
- The U. S. Department of Transportation, National Highway Traffic Safety Administration (DOT/NHTSA) has a requirement for contracted services to perform inspection, testing and reporting services under the complete project title "Frontal Crash Testing for New Car Assessment Program (NCAP)". The primary focus of this effort will be to provide, as part of NCAP supplemental testing, equal support for conducting child dummy testing and side air bag out-of-position test. The Contractor shall provide engineering services to perform full-scale vehicle frontal impact tests into a flat rigid barrier and a static rollover as specified in FMVSS No. 301; Fuel System Integrity. A vehicle crash test is a complex dynamic event. Its complexity comes from the many elements involved in conducting the test, which can include but are not limited to: 1. The dynamic interaction of vehicle components during the test, e.g., crushing of structure, intrusion into the occupants' compartment, loading of the restraint system (belts and/or air bags) by the test dummy, etc. 2. Calibrations of test dummies and test equipments, e.g., accelerometers, data acquisition system (conditioners, amplifiers, transmission lines) and data recording devices. 3. Performance of the test equipments during the dynamic crash, e.g., uniformity and stability of power supply system, loose connectors, electrical interferences (noises generated by the measuring circuits and external sources), etc. 4. Vehicle preparation, vehicle impact speed control, and vehicle towing system and procedure. 5. Test dummy seating procedures, safety belt system placement on the dummy, seat location and seat back angle, etc. NHTSA intends to issue a full and open, competitive Request for Proposals (RFP) with the intention of awarding an IDIQ/Firm Fixed Price type contract (fixed price for testing services and, as applicable price for acquisition of test items) resulting from this solicitation. All work required hereunder including preparation, submission, review, and acceptance of final reports shall be completed within thirty-six (36) months of the effective date of the contract. In addition, this contract includes a provision whereby the Government has the right to exercise up to one (1) two year option periods twenty-four (24), making the total possible period of performance five (5) years.
