- Description The National Institute of Standards and Technology (NIST) intends to negotiate and award a purchase order, on a sole source basis under the authority of FAR 13.106-1(b), with Applied Biosystems, 850 Lincoln Centre drive, Foster City, CA 94404 SOLiD Complete Seq kit v2. Double = 1 ea SOLiD EZ Bead E120 4pk. = 1 ea SOLiD FWD ECC Module, Double = 1 ea The following reagents are necessary to complete a sequencing experiment on a NIST owned Applied Biosystems Solid Instrument. Procurement of the reagents is necessary because the solid instrument, which is critical to MML's mission in non-operational without the reagents. Based on NIST's recent market research, NIST has only identified the one source that can provide the required services: Applied Biosystem. The Government anticipates the award of a firm-fixed-price purchase order. This notice of intent is not a request for quotations; however, companies that believe they can fulfill the requirement may provide a written response to this notice and provide clear unambiguous evidence to substantiate that capability. A determination by the Government whether to compete this proposed requirement based upon response to this notice is sole with the discretion of the Government. Information received will normally be considered solely for the purpose determining whether to conduct a competition..
