- Description
- The National Oceanic and Atmospheric Administration (NOAA), Office of Acquisition & Grants Office, Eastern Region Acquisition Division, Norfolk, VA is seeking qualified sources to provide services that will assist NOAA in conducting coral toxicological studies, including, but not limited to a project entitled "Ecological Risk Assessment of Munitions Compounds on Coral and Coral Reef Health". The overall goal of the studies is to determine whether pollutants such as munitions compounds (i.e., TNT, RDX, PETN, HMX) or their breakdown products, personal care products, anti-foulant paint components, agricultural or industrial pollutants, pose a threat to coral health and coral reef ecological integrity and evaluate the ecological risk that adverse ecological effects may occur or are occurring to coral or coral reef health as a result of exposure to specified environmental pollutants. The contractor shall provide training, research, and services for projects related to coral laboratory toxicity testing of environmental pollutants, in situ field studies on coral health assessment, coral and coral reef ecological risk assessments and determining effects of land-based sources of pollution on coral and coral reefs. Areas of support include: (1) training in methods for laboratory coral toxicity testing and cellular diagnostic assays; (2) coral culture system for toxicity testing; (3) ELISA (Enzyme Linked ImmunoSorbent Assay) assay; (4) laboratory-based toxicity testing of environmental pollutant compounds; (5) porewater toxicity testing to determine if field sites contain substances toxic to coral; (6) toxicity identification evaluation (TIE); (7) developing risk characterization model. The NAICS code is 541712 for this acquisition with a small business size standard of 500 employees. This solicitation is being issued on an unrestricted basis. The Government anticipates awarding a single indefinite delivery/indefinite quantity contract with a five year ordering period. The orders will be based upon the fixed unit prices, provided on a per laboratory training topic; a per sample basis for the various types of analysis; and, per project or per field trip to acquire coral or conduct in situ field studies, from the schedule with firm-fixed price orders awarded. The contract award date is anticipated to be June 1, 2012 with an ordering period of five (5) years thereafter. Request for Proposal (RFP) solicitation number EA133C-12-RP-0015 will be available on or about February 18, 2012 through the Government's website at http://www.fedbizopps.gov/. The due date for proposals will be 30 days following the date of issue of the solicitation. This solicitation requires separate technical and cost proposals to be evaluated for award. The basis for proposal evaluation will include, in descending order of importance: Technical Knowledge; Past Performance; Corporate Experience; and Price. The technical evaluation factors are significantly more important than price. This acquisition is being conducted using FAR Part 15 - Contracting by Negotiation.
