- This is not a solicitation announcement. This is a sources sought synopsis only seeking responses from Small Businesses. Large and Non Profit Businesses are not to respond. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (i.e., HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to this 541990 NAICS Code. Teaming is encouraged. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. The intended contract shall provide the Government the option to extend the contract in one-year increments for a base and four option years. After review of the responses to this sources sought announcement a solicitation announcement may be published in the Federal Business Opportunities at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the questions listed below. In addition, please provide a capability statement addressing your organization's ability to perform as a prime contractor the work described below. Project Title: Provider Business Operations Learning Networks (PBOLW) The mission of the Substance Abuse and Mental Health Services Administration (SAMHSA) is to bring effective substance abuse and mental health programs to every community. SAMHSA carries out this mission by compiling prevention, treatment and rehabilitation knowledge, identifying and promoting science-based programs, and building capacity at the State and regional levels to infuse prevention, treatment, and rehabilitation knowledge and programs into every community in the United States. Contracts developed by the Administrator's Office of Policy Planning and Innovation are designed to develop and disseminate knowledge on laws, regulations, policies, and innovative and evidence-based practices impacting the regulation, financing, delivery, evaluation, and coordination of prevention, treatment, and recovery support services for individuals with mental health and substance use problems. Starting in 2009, SAMHSA implemented a systematic program to disseminate knowledge on effective business operations practices to the substance abuse and mental health treatment and related fields. Through SAMHSA's work, a pioneering form of business practices knowledge dissemination has been developed; termed a "provider learning network." Provider learning networks build seamlessly upon existing state provider association networks and events to bring tailored, relevant educational resources to community behavioral health providers. The Provider Business Operations Learning Networks (PBOLW) contract builds upon this preliminary work. The current learning network activities have only begun to address the needs of community mental health and substance abuse prevention, treatment, and recovery organizations for learning opportunities on a wide range of business operations practices. Under health reform, behavioral health providers will need to respond to a broad range of business operations development challenges. The Affordable Care Act (ACA) and the Mental Health Parity and Addiction Equity Act (MHPAEA) will significantly enhance access to the prevention, treatment and recovery support services for persons with, or at risk of, mental and substance use disorders. According to SAMHSA's 2010 National Survey of Drug Use and Health (NSDUH), Behavioral Health treatment providers will need to be prepared to provide services to up to an additional 11 million uninsured people with behavioral health problems who will be eligible to receive affordable coverage through Medicaid or a subsidized private insurance plan sold within a newly established health insurance exchange. There is a critical need to ensure that community based behavioral health providers develop the business operations capacity to function efficiently and effectively under the redesigned health insurance, MHPAEA and Block Grant programs. Historically, community based treatment providers have carried the major responsibility for providing evidence based treatment and recovery support services to low income and vulnerable populations who are most in need of behavioral health services. The PBOLW contractor must support this model of knowledge dissemination and offerors should demonstrate how they will collaborate and integrate with the ongoing activities of intra-state, state, and regional provider associations. The provider business operations contract will address a number of diverse knowledge application activities in a cost effective and coordinated manner. These activities will include the repurposing and updating as needed of provider business operations educational resources provided by the COTR and other available resources into discreet learning curricula. There will be five discreet learning curricula topics including the following subject areas: 1. Strategic business planning in an era of health reform, 2. Third-party billing and compliance, 3. Third-party contract negotiation, 4. Enrollee eligibility determination and enrollment assistance for public medical assistance programs (i.e. Medicaid), and 5. Adoption of Health information technology to meaningful use standards. The offeror should demonstrate how they will access existing provider business operations learning material resources and how they plan on developing the 5 curricula in accordance with adult learning principles. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). A copy of the company capability statement will also be accepted. Responses are due on February 14, 2012. The anticipated period of performance is one year with four one year option periods. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities. Only Small Businesses need to respond to this sources sought. Response to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged specify is your firm certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran Owned or Veteran Owned? 7. How can your firm demonstrate expert knowledge of the full continuum of community behavioral health provider organizations with especial expertise in business models, and the history of provider financing mechanisms? 8. How can your firm demonstrate expert knowledge of best practices in community health provider business operations including at a minimum: strategic business planning, third-party billing and compliance, third-party contract negotiation, enrollee eligibility determination and enrollment assistance for public medical assistance programs (i.e. Medicaid), and the adoption of health information technology to meaningful use standards? 9. How can your firm demonstrate the ability to coordinate with intra-state, state, and regional behavioral health provider associations in the dissemination of provider business operations educational materials? 10. How can your firm demonstrate a proven track record of organizational capability to quickly assemble business operations consultants for time limited training and provider consultation activities? 11. How can your firm demonstrate a proven track record of organizing multiple contemporaneous provider educational programs in different parts of the country? 12. How can your firm demonstrate experience managing a major national initiative and implementing complex guidance from Federal staff, with a minimum of clarification or performance editing required? 13. How can your firm demonstrate expertise with designing and implementing exemplary program activities that respond to the requirements of the Government Performance and Reporting Act? 14. Can your firm provide documentation that proves leadership in designing web sites from scratch, redesigning web sites to more effectively address customer needs, and creatively and quickly design new components/pages for existing web sites that are Section 508 of the Rehabilitation Act compliant with only broad guidance? Web site experience must include long-term experience with coordinating all aspects of work with multiple levels and representatives of the U.S. Department of Health and Human Services. 15. How can your firm demonstrate expertise with the DHHS Publications Planning and Clearance Process, including strong capability to develop and assure successful processing of concept and content clearance packages? 16. How can your firm demonstrate expertise in providing products and services in a culturally competent manner addressing the provider business operations training needs of providers serving underserved populations? 17. How can your firm demonstrate capability to simultaneously coordinate up to 20 meetings of up to 30 participants?
