Description
AFOSR DRAFT SOO-MEETING SUPPORT III The AFOSR will begin the competitive process by hosting a “Public Meeting” on February 28, 2012 in Arlington (Ballston) VA. Area Communications is vital in the realm of Scientific Research the meetings exist in order to support information flow up to higher headquarters and command direction down to the executing units. As the executing units have become more dispersed, communications have become more complex and diversified. This is a Request for Information (RFI) from potential offeror’s that fall under NAIC code 721110. Offeror’s may submit a “DRAFT Solicitation, for efforts to develop, demonstrate and address the meeting (conferencing) needs of AFOSR. This effort will develop a streamline approach in managing the meeting needs for a base year with 4 Option Years. To be considered for this contract, offeror’s must meet the specifications in the attached Statement of Objectives (SOO). Award will be made on a Best Value basis, for several BPA’s purchase orders, in accordance with Simplified Acquisition Procedures FAR Part 13. This announcement constitutes a request for a “DRAFT” proposal. A “FINAL” written solicitation will be issued at a later date. All amendments and any other official communications, if any, from the agency regarding this “Special Notice” will be distributed via www.fbo.gov. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-54. Provision 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition. The instructions below also apply to potential Offerors. Please note, in order to be considered for award, all Offerors shall be registered in the Central Contractor Registration (CCR) at www.ccr.gov. Offerors must submit proof of registration with proposal. See attachment for a copy of the SOO. Early registration is encouraged as a limited number of seats will be available. No phone calls will be honored The Government will award BPA’s resulting from the draft solicitation/SOO and the outcome of the public meeting to all the responsible offeror’s whose final proposal conforms to the final solicitation/SOO and will be most advantageous to the Government, price and other factors considered. The following factors shall be used by the Government to evaluate proposals, Ability of the hotel to meet all requirements listed in the SOO, Location to public transportation, and food establishments, Audio visual service and/or equipment offered, Condition and overall appearance of the facility, Past performance of the hotel for similar meeting/conferencing events, Price. Registration ends at 3:00pm EST on February 21, 2012. Attendees should ask questions of the Government and be prepared to answer Government questions and be able to respond and/or demonstrate the ability of the hotel to meet all requirements mentioned above; as well as pricing for the meeting room rental,, audio/visual pricing and availability of accommodations at Government Per Deim rates for out of town attendees. Responses shall also include any cancellation/attrition policies; as well as show their certification and representation in Small Business Administration, ORCA, and CCR. Be able to supply Federal Tax ID number, DUNS number, business size, and correct mailing address for the Task Order/Purchase Order. Award will be made on or about April 2, 2012. The following Federal Acquisition Regulation (FAR) provisions provide information on proposal submission and evaluation: FAR Clause 52.212-1, Instructions to Offerors, and FAR Clause 52.212-2 (b), Evaluation, FAR Clause 52.212-3 Offeror Representations and Certifications.
