- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1.1PROJECT OVERVIEW The U.S. Army Corps of Engineers (USACE), Philadelphia District, has been tasked with providing support to U.S. Environmental Agency (USEPA) Region 2 during on-site remediation activity at the Lipari Landfill Superfund Site (Lipari) located on Route 322 in Mantua Township, Gloucester County, New Jersey. Included in the remedial activities at the Lipari site is a slurry wall surrounding a major portion of the landfill, as well as a soil vapor extraction (SVE) system to collect landfill gas. USACE Philadelphia District is in the process of expanding a portion of the slurry wall to encompass additional landfill materials that are presently outside of the slurry wall. As part of this construction work, USACE will need to perform borings and install additional SVE wells and monitor wells at Lipari. The location of the site is shown on Figure 1. This work will require the services of a drilling Contractor to drill borings, collect continuous core barrel soil samples using sonic drilling techniques, and install wells. The drilling Contractor is required to perform all work in accordance with the procedures and schedules approved by the government. All pilot borings and well installation, as well as all other work items in this contract shall be performed in accordance with all local, State/NJDEP, and Federal regulations and guidance. The Contractor shall provide qualified personnel to complete the following major work items under the base contract: Install 7 soil vapor extraction wells Install 2 single cased monitor wells Three options are also included in this contract. These options, if exercised, would require the Contractor to complete the following major work items: Option A - Install 2 single cased monitor wells Option B - Install 1 double cased monitor well Option C - Install 1 additional double cased monitor well The work under this contract consists of furnishing all plant, labor, materials, supplies, and accessories required to accomplish the pilot borings, obtain the required soil samples and install the monitoring wells, together with all other operations incidental to the work, which shall be performed in strict accordance with these specifications and the applicable plans and drawings, subject to the terms and conditions of the contract. The drillers shall have a copy of these specifications with them on the site at all times and shall be familiar with the applicable provisions of the specifications governing the contract work. Drilling and installation of all wells in this contract (7 SVE wells and up to 6 monitor wells) will be performed using sonic drilling techniques with soil samples collected directly from the sonic casing during drilling. Soil core barrel samples will be collected continuously in all borings for both SVE wells and monitor wells and the recovered soil samples will be transferred directly to USACE representatives for identification and processing. The soil samples obtained from the sonic borings will be produced by the driller in polyethylene tubes and properly sealed and labeled before transfer to the on-site USACE representative. These soil core samples will be used to determine the type, nature, and characteristics of the subsurface materials encountered and the extent and conditions of the various materials as they exist to the depths and at the locations specified. Cuttings from the borings and well installations shall be placed in 55-gallon drums provided by the drilling Contractor and sealed with secure lids overnight and when not in use. The drums will be transported by the Contractor to a designated rolloff container within the landfill site for subsequent disposal.
