- The Naval Medical Logistics Command intends to negotiate, on a sole source basis (IAW FAR 8), with Kforce Government Solutions, Inc. 2750 Prosperity Ave Ste 300 Fairfax, VA 22031-4312, as the only source that can provide Training Manikins. The requirement is for ten (10) training manikins for trauma situations. The manikin shall have realistic skin, tissue and blood analogues and shall be capable of simulating traumatic amputations. The manikin shall provide training for hemorrhage control and pneumothorax injuries. The lower body shall be capable of being worn by an actor in order to provide realism and stress for the training situation. The unit shall simulate pulse bleeding and shall do so from both legs. The unit shall be battery-powered and shall be suitable for indoor and outdoor training. The unit shall also include a means to control the unit by a trainer at a distance from the trainee and unit. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The majority of the items required for the training manikins are available under GSA Schedule # GS-23-F-8064H. However, the following items are not available on the GSA Schedule: Item # KGS-TFX-APL-10 “ Airway Plus Life Cast Upper (Qty 10), KGS-TFX-ODC-CEC “ ODC-CONUS Essential Care T&E (Qty 3 days). This acquisition is being conducted under FAR 8.404. The intended procurement will be classified under North American Industry Classification System (NAICS) 339999. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 7 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Arjun Bhalla at arjun.bhalla@med.navy.mil. Statements are due by COB 13 February 2012.
