- NO TELEPHONE, FASCIMILE, E-MAIL AND OR WRITTEN REQUESTS FOR SOLICITATION OR POSTING STATUS SHALL BE ACCEPTED. Wholehouse Revitalization III H1201 at US Naval Base Guantanamo Bay, Cuba as firm-fixed-price (FFP) design-bid-build (DBB) (100 percent plans/specifications) construction. The work includes, but is not limited to, wholehouse renovation and conversion work to 25 Family Housing units located at Evans Point and Caravella Point, to include conversion of ten 2BR/1BA apartments and ten 2BR/1.5BA townhouses to ten 4BR units, and revitalization of five 4BR/2.5BA townhouses at US Naval Base Guantanamo Bay, Cuba. This solicitation will result in a firm-fixed-price (FFP) design-bid-build (DBB) (100 percent plans/specifications) construction contract. Procurement Method: Contracting by Negotiation. The Government does not intend to use FAR Part 12 for this acquisition. The contract completion is 18 months (540 calendar days) from date of contract award. The NAICS Code for this procurement is 236118 and the annual size standard is $33.5. Estimated cost of construction range is $5,000,000 to $10,000,000. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The proposed contract listed here is unrestricted full and open competition to participation by all interested large and small business firms with specialized experience and qualifications required by this project. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal addressing corporate experience and key personnel, technical; solution, technical approach to safety, and past performance; and a price proposal for evaluation by the Government. Offerors shall submit with their offer a bid bond of $3,000,000 or 20 percent of the proposal amount in accordance with the RFP. It is anticipated the electronic solicitation Request for Proposal (RFP) will be posted and available in NECO at https://www.neco.navy.mil/ and also be available in FedBizOps (FBO) at www.FBO.gov on or about 28 February 2012. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. Interested parties must register with NECO or FBO to obtain access to the solicitation RFP. Registration instructions can be found on the NECO or FBO websites. Interested parties are encouraged to complete the NECO Vendor Registration (see NECO Vendor User Guide found in NECO website) and add your company information to the Solicitation Plan Holder List in order to receive notification by email of amendments/documents as they become available and are added to the solicitation posted in NECO.
