- Description
- NASA/JSC has a requirement for the continued design, analysis, and lab support forthe International Space Station (ISS) and the Exploration programs. These programs stillrequire the utilization of the unique and proprietary engineering tools and datapreviously developed by the incumbent.The support is divided into two major categories:(1) Space Integrated Global Positioning System/Inertial Navigation System (SIGI) and (2)Avionics Lab and Hardware Support.NASA/JSC intends to purchase the items from Honeywell International Inc. by authority ofFAR 6.302-1, only one responsible source and no other supplies or services will satisfyagency requirements. Honeywell is the original source for engineering development of theValfac Test Bench (VTB), Orion Vehicle Management Computer (VMC), and associated VMCsimulation software, which makes them uniquely qualified to analyze issues and deliversolutions when anomalies occur with this hardware and their associated systems.Proprietary software exists in the VMC hardware components as well as associatedsimulations. Honeywell is the only vendor capable of maintaining and modifying thissoftware that is critical to the Orion/MPCV program, and any delay would result in anunacceptable delay in fulfilling the agencys requirements for the ISS and Orion/MPCVprograms. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 13, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
