- RFP Technical Exhibits 1 through 5 RFP Attachment 1 - Department of Labor Wage Determination Solicitation HSCG84-12-R-AA5397 The solicitation RFP HSCG84-12-R-AA5397 has been posted; and any subsequent amendments, will be available electronically on the Federal Business Opportunity Website at www.fbo.gov. The RFP is issued as a 100% HUBZONE SET-ASIDE for Small Business Concerns IAW FAR Part 19.5. The North American Industry Classification Standard (NAICS) Code is 722310 (Food Service Contractors) with an applicable size standard of $35.5 million. The offer closing date is March 08, 2012, 4:00PM (local). It is the potential offeror's responsibility to monitor this avenue for release of any future solicitation or synopsis. This requirement is solicited in accordance with FAR Subpart 19.5 - Set-Asides for Small Business; and, using the policies contained in FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiations. A Firm-Fixed Price type contract will be awarded for a Base Period, starting 1 JUNE 2012 through 31 MAY 2013; and, Four Option Years, of 12 months each, not to exceed 60 months, if exercised by the Government. The contractor shall provide and prepare all food, personnel, management, supervision, materials, supplies, transportation and other items or services necessary to provide full food services at U.S. Coast Guard Base Portsmouth, VA. To accomplish its mission it is essential that the dining facility be maintained in an attractive and sanitary condition at all times, and that military etiquette is adhered to. The Base Support Unit has one kitchen that services one Dining Hall, which includes the Coast Guard Dining Facility and the Wardroom/Chief Petty Officer's Mess (all meals served cafeteria style)(all personnel). The Dining Facility hours of operations are 0615 - 1700 (6:15 a.m. - 5 p.m.) daily. The BSU Portsmouth dining facility is used regularly by Coast Guard active duty personnel, reservist and civilian government employees working at the base; as well as barracks occupants, duty sections, and late working (emergency, snow removal, etc) employees; and, for any special events that may occur throughout the period of performance. The historical volumes for the dining facility will be provided in the solicitation. A Collective Bargaining Agreement is applicable to this location and will be made available upon the issuance of the solicitation. CURRENT PRICING INFORMATION: The proposed acquisition is a follow-on contract of HSCG84-07-N-AA5186, which was awarded/effective 1 June 2007 to Watson Services, Inc., Newburgh, NY, and expires 31 May 2012. The contract was awarded in the amount of $328,015.08 for a Base Period of 12 months (06/1/2007 - 05/31/2008); plus Four Option Years for a total value of $1,690,014.52. After several scope increases and additional requirements work throughout the five years, the current estimated five year value is $1,690,014.52. SITE VISIT INFORMATION will be provided in the solicitation under FAR Provision 52.237-1 - Site Visit. Access to the CG Base Portsmouth will not be available without a copy of the RFP. Any questions resulting from the site visit or the solicitation must be submitted in writing to the Contract Specialist. NOTE: Quotes from State Licensing Agencies (for Blind vendors) operating under the authority of the Randolph-Sheppard Act, 20 USC, 107(a-e), must be given a priority in accordance with regulations prescribed by the Secretary of Education at 34 CFR 395.33. If a quote is received from a State Licensing Agency, the Government may consult with the Secretary of Education to determine whether any priority should be given that quote. This consultation may be necessary, even if a quote is judged as not having a reasonable chance for being selected for award.
