- Description
- This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation for a Full and Open Competition to procure the services of a contractor to support the Long Term Bridge Performance Monitoring Program located at the Turner Fairbank Highway Research Center in McLean, Virginia. As a result of this solicitation, the FHWA intends to award two indefinite-delivery/indefinite quantity contracts whereby Cost plus Fixed Fee or Firm Fixed Price Task Orders shall be issued. The anticipated period of performance shall not exceed 60 months and will consist of a 12 month base period and four (1) year option periods. The solicitation will be issued on or about February 13, 2012. The overall objective of this acquisition is to conduct research, develop tools and protocols, engage in bridge condition assessment and evaluation, engage in outreach activities, perform data analysis and mining, and manage data infrastructure and deliver training in the broad areas of bridge performance monitoring. This work will require skilled, knowledgeable, and experienced subject matter experts namely in bridge design, maintenance, testing, monitoring and condition assessment that will utilize sensor technologies, corrosion, load rating applications, design and analysis, bridge management, technical report writing, training, meetings, workshops/conferences to achieve the statement of work objectives. The scope of work will focus on three topic areas: 1. Technical and Programmatic Support Research, Development, Deployment, Design, Analysis, Modeling, and Engineering Support; 2. Industry/Public Outreach and Feedback; and 3. Education and Training Support. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. Offerors must have an approved accounting system to be eligible for award of a Cost Type contract. This requirement is full and open competition pursuant to NAICS code 541712 with a size standard of 500 employees.
