Description
Request for Proposal (RFP) Release The final RFP and unclassified/public releasable attachments are located on the ACC - Warren Procurement Network (PROCNET) Website at the following address: http://contracting.tacom.army.mil/majorsys/jltv_emd/jltv_emd.htm All final RFP FOUO/Export Controlled documents are uploaded to this site, limited to explicit access requests. Instructions for accessing FOUO/Export Controlled Information are as follows: Provided only to the Data Custodian of qualified U.S. contractors who have been certified by DLA's Joint Certification Program. See www.dlis.dla.mil/jcp/. Requests for FOUO/Export Controlled information must first be requested through the Federal Business Opportunities (FBO) website and then followed by an e-mail that includes the information detailed below. Instructions for Data Custodian: 1. Log into FBO using your existing account or create a new account. 2. Once you log in, click on the files that you would like access to using the links on the right side of the page. 3. FBO will prompt you for your firms MPIN (Marketing Partner ID Number). This is tied to your CAGE code. Contact the CCR helpdesk if you have issues locating this. 4. Once the request has been made, an automated email will be generated to the Government reviewer. 5. The request must be accompanied by an e-mail from the Data Custodian to usarmy.detroit.acc.mbx.wrn-jltv-rfp@mail.mil and must include: i.A copy of the approved DD Form 2345 and the certification number that can be verified with the JCP database. ii.The Cage Code provided in the DD Form 2345 must match the Cage Code provided in the FedBizOps request. iii.A discussion of the requestors "need to know", which addresses the parties' program participation or their technology and production considerations in relation to the requested information. 6. The information provided will be verified by the Government. Once this is complete, the Government approver will approve the access in FBO. You will receive an automated email and can then access the documents. Instructions for Foreign Contractors: Foreign Competitors will request classified and/or export controlled data through their embassy in the US, and provide embassy POC, phone number and address for transmittal purposes. Contracting Office Address: 6501 EAST 11 MILE ROAD Warren, Michigan 48397-5000 United States Primary Point of Contact: Steve Hepner steven.p.hepner.civ@mail.mil Phone: 586-282-3503 Original Synopsis US Army TACOM LCMC has a requirement for the Joint Light Tactical Vehicle (JLTV) Engineering and Manufacturing Development (EMD) phase for modernizing the light tactical vehicle fleet from the present to 2020 and beyond. The solicitation for the JLTV EMD phase is planned for release on or about 20 JAN 2012. The evaluation of proposals submitted in response to this solicitation shall be conducted on a source selection basis utilizing a "tradeoff" process to obtain the best value to the Government. The full and open competitive source selection process will result in an award to up to three firm-fixed price contracts for the EMD phase focusing on fabrication, assembly, integration, testing and test support, and related requirements in accordance with the contract and the JLTV Purchase Description. Each JLTV Contractor shall deliver prototype vehicles, ballistic structures, armor coupons, additional test assets, and contractor furnished kits, trailers and data requirements. Contract award is currently planned for June of 2012. All responsible sources may submit a proposal which shall be considered by the agency. Submissions must be made in accordance with the instructions outlined in the forthcoming solicitation.
