- Statement of Work The purpose of this synopsis is to inform all firms about an upcoming competitive requirement for an undetermined number of Basic Ordering Agreements (BOA's) for installation and alteration support services for Aircraft Launch and Recovery Equipment (ALRE) and Support Equipment (SE) at both shipboard and shore site locations for NAVAIR in accordance with the attached Statement of Work (SOW). A five-year Basic Ordering Agreement (BOA) will be issued to offerors that successfully meet the evaluation criteria. This synopsis is for informational purposes only. A formal solicitation will be issued in the near future. All offerors competing for the issuance of a BOA will be required to submit a Technical, Past Performance, and Cost Volume. The cost volume will be for informational purposes only and will be used to help facilitate future Task Order (TO) awards should a BOA be awarded after evaluation of submissions. Issuance of BOA's will be based on evaluation of qualifications in accordance with the criteria as set forth in the formal solicitation. A basic ordering agreement is not a contract. Each order issued shall be subject to the contract clauses, provisions, certifications, terms and conditions of the BOA. Firms issued a BOA may receive requests for proposals leading to award of orders. Evaluation factors for award of specific orders will be based on factors as deemed desirable and set forth for each specific requirement. Specific orders will be competed among those firms issued a BOA. Under this BOA program, firms selected for a BOA will compete on TO's for requirements. The Contracting Officer will open/advertise the BOA program through the Federal Business Opportunities Page website (http://www.fbo.gov) and the Naval Air Systems Command Business Opportunities Page (https://webadmin.navair.navy.mil/navair/index.cfm?fuseaction=home.display&key=OpenSolicitations) for new entrants once a year or at intervals that will guarantee adequate competition. There is no guaranteed minimum dollar amount or volume of work that will be ordered under the agreement. The labor mix and estimated man-hours of direct labor for performance will be determined at the TO level. The total estimated ceiling over the 5 years for ALRE installation and support services is $49,407,934. The approximate range in value of orders is expected to be $1500 to $3.64M. The foreseen average number of orders per year is 16.
