- The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement in support of the Armed Forces Medical Examiner System (AFMES), Armed Forces DNA Identification Laboratory (AFDIL). This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This requirement will be for an Indefinite Delivery Indefinite Quantity contract (IDIQ). The Period of Performance for this contract will be a base year with four options years. This is a 100% Small Business Set Aside. The North American Industry Classification System (NAICS) code is 325199. Ampules containing neat solutions or dried material are used in the preparation of calibrators, standards and/or control materials. These materials are used to quantitate many of the frequently analyzed synthetic cannabinoids and also the non-frequently analyzed drugs reported by the AFMES. Additionally, material within the ampule is often used as reference material when obtaining full scan mass spectral data in medico-legal investigations. As a neat solution this material is assayed by gas chromatography/ mass spectrometry (GC/MS) Liquid Chromatography/ Mass Spectrometry (LC/MS), and Liquid Chromatography tandem mass spectrometry (LC/MS/MS). Material which is sealed in ampules and soluble in an organic solvent is also used as a retention time standard or markers when identifying compounds of interest when extracted from a biological matrix. Specifications: Items are to be ordered on a continually as needed basis. Ampules sizes vary but all must be shipped in and stored and packaged under nitrogen. The vendor will provide standard products as well as customized orders upon request for newly identified emerging drugs upon request. Each solution must have a minimum purity standard of 99.5% and an analysis certification of a minimum of two chromatographic purity analyses. All reference solutions must be weighed using the NIST standards. All reference standards must have at least a 6-month expiration date and shall bear the same lot number. Certificates of analysis (COA) should be made available for each reference material batch along with the certified purity of the standard material. All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about January 30, 2012 and will only be available until February 13, 2012. Specifications of the requirement are provided in solicitation: W81XWH-12-T-0119. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered with the Central Contractor Registry at https://ccr.gov/ and may have completed its representations and certification found at https://orca.bpn.gov/.
