Description

Project VA-256-12-R-0455 Architectural and Engineering Services necessary to prepare complete contract documents consisting of specifications, drawings, and any other documents for bidding purposes and A/E construction period services to upgrade ten (10) of the approximately 20 Air Handling Units in the main Hospital, Building 7, located in Pineville, Louisiana. Building 7 is a four story building built in 1950 and renovated in 1988 with a total of 260,500 gross square feet. The project will require the A/E to evaluate the existing air handler installations, make recommendations to upgrade the air handlers, installation of automated controls, design of a phasing plan during construction, temporary air conditioning units and construction period services. The project involves replacing 10 air handlers, installation of which needs to be broken up into several smaller projects to minimize disrupting the operation of the Hospital. The individual projects need to be sorted into separate stand alone projects replacing 2-3 Air handling Units in one project in case funds are not available to award the replacement of all 10 air handlers at one time. The A/E will evaluate the entire project and make recommendations how to consolidate the 10 AHU installations into 4-5 project packages with 2-3 AHU being installed at one time. This is an occupied office and medical building; this project will require phasing the construction to minimize the disruptions to the VA Health Care System. A/E selection based on recent specialized experience, professional capacity to accomplish work, professional qualifications of staff and consultants assigned to the project, proposed management plan, cost control, estimating effectiveness, schedule control and location of A/E firm and consultant. NAICS 541310 applies - size standard is $4.5 million. This acquisition is 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). All offerors must be listed as 'verified' in the VIP datatbase, available in VETBIZ at http://www.vip.vetbiz.gov and must also be registered at CCR http://www.ccr.gov under NAICS 541310 to submit offers and be eligible for award. A/E selection based on the following criteria: recent specialized experience, professional capacity to accomplish work, professional qualifications of staff and consultants assigned to the project, proposed management plan, cost control, estimating effectiveness, schedule control and location of A/E firm and consultant (A/E firms must be within a 200 mile radius driving distance from 2495 Shreveport Highway, Pineville, Louisiana). The estimated construction cost range is between $1,000,000.00 and $5,000,000.00. Interested firms should submit two copies each of current SF-330 to Attn: Gina Roach, Contracting Specialist (90C), VA Health Care System, P O Box 69004, Alexandria, LA 71306-9004 not later than 4:30 pm local time on March 15, 2012. Solicitation No. VA-256-12-R-00453 will be issued as on or about February 3, 2012 and the approximate proposal due date is March 6, 2012.
