Description
The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled Horseshoe Bend Levee Repair. The work is located on the Payette River near mile 57 on the right bank. The site is near Horseshoe Bend, Idaho. The period of performance for this work is expected to be April 2012 to September 2012. The resulting contract will be a fixed-price. Construction magnitude is estimated to be between $100,000 and $250,000. Performance and payment bonds in the amount of 100% of the contract price will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $33,500,000.00 or less in average annual receipts. The purpose of this project is to repair damage to the Horseshoe Bend Levee. The damage includes revetment loss, toe loss, and levee embankment erosion. The section of levee to be repaired in this project is 1,300 feet in length, along the right bank of the river. The contractor selected to perform this work will be required to prepare the site by removing trees and brush along with their root structures. Soils will be excavated for placement of a new levee toe composed of rock; this will involve in-water work. The contractor will import, grade, and compact soils, approximately 1,500 cubic yards, to restore the riverbank and levee cross section. Once the levee profile is restored, the contractor will place revetment stone along the length of the entire project. Current estimates call for 2,100 tons of rock for the levee toe and revetment. This work will involve the use of tracked excavators equipped with a thumb to properly place and key the stone. For work to be performed in the water by excavators, only the bucket of the excavator will enter the water. This sources-sought announcement is being issued to identify small business concerns with the capability to accomplish the work. This is not a solicitation. Firms responding to this announcement by submitting the following information will be used in determining whether to set aside this requirement for small business concerns. Please provide the following: 1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2) A statement or list of your firm's current or past experience (what your firm did) and past performance (how well your firm did it) on projects similar to or the same as the summary scope of work and construction magnitude for this requirement. Include a brief description of each project scope, schedule, and dollar value. Include a point of contact name, phone number and email address. 3) A statement of your firm's bonding capacity. 4) A statement of your firm's business size and type (Small business, HUBZone small business, Service Disabled Veteran Owned small business, Veteran-Owned small business, Woman-Owned small business).
